Hadassah Medical Organization (HMO) is a non-profit public body entitled to improve the lives of trauma-affected children and adolescents in the West Bank, Gaza and Israel by building mental health care capacity, through its initiative “The Bi National School of Psychotherapy”, led by the Child Psychiatry Department.
In the framework of the current implementation of the 42-month project” Improvement of mental health care and treatment for conflict affected children and adolescents in East Jerusalem, West Bank, Gaza and Israel”, co-funded by the EU & Project Rozana, HMO is looking for an External Evaluator who will conduct an end-of-the-project evaluation and external assessment of impact for this project. The project is currently being implemented by Hadassah Medical Organization (HMO), Jerusalem, in cooperation with “Green Land Society for Health Development (GLSHD) from Hebron City.
The present Terms of References (ToR) provide background information about this project. Additionally, the ToR describes the purpose of the evaluation, its objectives and scope, the evaluation questions, methodology as well as qualifications and selection criteria for the evaluator.
Objective of the Evaluation:
The two objectives of the evaluation are as follows:

Assessing the relevance, effectiveness, efficiency, impact, sustainability of the current project and its activities and to provide HMO and partners with an independent comprehensive review of project performance, processes and results

Develop and elaborate an exit strategy for the project in cooperation with the project team, stakeholders and beneficiaries to pass along knowledge, resources or management at the end of the project.

Profile:

Higher education
-
At least 5 years’ experience in similar development projects
-
A proof of lack of criminal record is requested, and/or proof of experience in dealing with children and minors/ their rights
-
Proven track record of evaluations in the context of the EU peace building initiatives and cross-border learning programs under the influence of conflicts and political disputes.

Strong analytical and synthesis capacity
-
Excellent command of English
-
Good Knowledge of the social, political and economic context of the mental health care in the Palestinian Territory and Israel.

Ability to work under pressure and to meet tight deadlines
-
Strong security awareness.
