Background:
The Food and Agriculture Organization of the United Nations (FAO) is an intergovernmental Organization with more than 192 member countries. Since its inception, FAO has worked to alleviate poverty and hunger by promoting agricultural development, improved nutrition and the pursuit of food security - defined as the access of all people at all times to the food they need for an active and healthy life.
To achieve its goals, FAO cooperates with thousands of partners worldwide, from farmers’ group to traders, from non-governmental organizations to other UN agencies, from development banks to agribusiness firms (further and more detailed information on FAO can be found on the internet site: http://www.fao.org).
Since 2002, FAO Coordination Office for the West Bank and Gaza Strip (WBGS) has supported the preparation for, and response to, food and agricultural threats and livelihood emergencies in the WBGS through emergency relief, rehabilitation and revitalization of productive capacity. FAO interventions help protect access and entitlements of Palestinian farming households to land, water, services and markets. Such interventions are essential to enhance overall food security, reduce dependency on relief assistance amongst vulnerable Palestinians and contribute to institution building.
In order to further strengthen its operational capacities, FAO is seeking a qualified and dedicated National Deputy Project Manager.
Under the overall supervision of the FAO Senior Emergency and Rehabilitation Coordinator in West Bank and Gaza Strip (WBGS), and under the direct supervision the Emergency and Rehabilitation Coordinator, the National Deputy Project Manager will have the responsibility for project implementation.
Description of Responsibilities:
- Ensure efficient and quality implementation of field activities of project(s) under his/her responsibility and coordinate the field implementation teams at district level;
- Assist in the preparation of the detailed project work plans under his/her responsibility, and in the supervision/monitoring of their implementation;
- Identify, help selecting and supervise the work of the local partners involved in project implementation (such as local NGOs and CBOs);
- Prepare the technical specifications for the goods, items and services to be procured under the project;
- Liaise with the Ministry of Agriculture (MoA) to ensure that project interventions are consistent with the on-going programmes of MoA;
- Participate in data collection on agricultural humanitarian monitoring;
- Take the lead in aggregating the monitoring reports from the different activities of the project and implementation partners;
- Prepare quarterly progress reports using FAO related templates.

Competencies :
Qualifications :
Education: University degree in agricultural sciences or engineering, hydrology or closely related fields);
Experience: At least 3 years of relevant experience in management and implementation of emergency and rehabilitation projects. Proven experience and strong capacity in leading a team and managing a complex project; and proven experience in dealing and liaising with PA, UN, donors and nongovernmental national and international organizations.
Languages: Fluency in spoken and written Arabic and English.
Other: Excellent reporting and communication skills. Professional skills in standard computer applications
