Background:
FAO coordination office for the West Bank and Gaza Strip is launching the implementation of the project: “Support livestock based livelihoods of vulnerable population in the occupied Palestinian territory (LbL) – the institutional level component – (LbL-i)”, which is funded by the European Union and will be implemented in different governorates of the West Bank and Gaza Strip (WBGS) over a period of 36 months. The project aims at enhancing public and private capacities and service delivery to encourage the economic development and improve resilience of female and male livestock holders, including the Bedouin communities in the WBGS. The project will be implemented in close cooperation with the Ministry of Agriculture (MoA), including its local branches and departments in both West Bank and Gaza Strip, and other public bodies active in the livestock sector.
In order to strengthen its technical team in the implementation of the project, particularly those related to the day-to-day follow up for the livestock related capacity development activities, in particular the establishment and running of the Animal Identification System, as well as the training and on the job coaching activities addressing livestock management. FAO is seeking a highly motivated and experienced national livestock consultant / Deputy Project Manager (DPM). He/She will be providing continuous technical support as needed to MoA and local partners and will assist the Project Management Unit (PMU) in organizing meetings and workshops with different staff members and units of MoA as well as NGOs implementing the field level activities. He/She will be part of the Joint Technical Team.
Description of Responsibilities:
Under the overall supervision of the FAO Senior Emergency and Rehabilitation Coordinator in the WBGS, and the direct supervision the Emergency and Rehabilitation Coordinator, the livestock will perform the following tasks:
-Ensure efficient and quality project implementation of the activities related to livestock management and interact with the related technical units and departments of MoA accordingly;
-Provide day-to-day follow up to the capacity development activities targeting the livestock management services, including those related to establishment and running of an Animal Identification System;
-Coordinate the training and on the job coaching activities addressing the livestock management and productivity improvement;
-Assist in the preparation of detailed work plans, and in the supervision/monitoring of their implementation;
-Provide technical support as needed to ensure that all projects activities are timely and properly designed, coordinated and implemented;
-Assist in the identification, help select and supervise the work of the local contractors involved in project implementation (including local NGOs and CBOs, contractors and suppliers);
-Assist in the preparation of the technical specifications for the goods, items and services to be procured under the project;
-Support aggregating the monitoring reports from the different activities of the project and implementation partners;
-Be part of the Joint Technical Team which will be formulated to ensure technical coordination of the project’s activities;
-Performs other duties to support other livestock related projects as and when required.

Qualifications :
Education:
University degree in agricultural sciences with specialization in animal production.
Experience:
-At least 5 years of proven experience in the management and implementation of projects addressing livestock management and productivity improvement.
-Proven familiarity with animal registration and identification systems.
-Proven experience in the development and implementation of training/coaching programmes livestock professional personnel.
-Proven experience in being an efficient team player
-Proven experience in dealing and liaising with PA, UN and nongovernmental organizations. .
Languages:
Arabic mother tongue and fluency in spoken and written English.
Other: Excellent reporting and communication skills. Professional skills in standard computer applications
