Médecins du Monde (MdM) France is an International Medical Organization, which has been present in the occupied Palestinian Territory since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Bir Zeit -Ramallah, Gaza and Nablus. 
 
MDM is currently looking for qualified candidates to fill the position of:
 
Field Coordinator -Nablus Base -West Bank 
 
Starting date: 15th of June 2023
Type: Full Time Contract 
Duration:   1 Year Renewable 
 
Purpose: 
  • The main responsibility of the Field Coordinator is to manage West Bank base ensuring that the programmes meet operational, administrative, financial, human, material, and organizational objectives by coordinating and leading a team.  
  • S/he participates to the country strategy revision/update on a yearly basis after consultation with the team
  • S/he ensures the deployment of MdM frameworks, policies, and procedures. 
  • S/he leads the implementation of MdM projects in the West Bank area by integrating it into a socio-political context. 
  • S/he participate and leads advocacy work and partnerships.
MAIN RESPONSIBILITIES 
 
Program coordination 
  • Coordinate and lead the assessments and the analysis of the general context, problems and needs in the WB (medical, political, protection) in line with MdM country strategy.
  • Design the projects according to the assessments results, MdM priorities and strategy in collaboration of the program and coordination team. 
  • Participate in the definition of operational plans for the project together with the program managers and supports operational teams as needed
  • Ensure the proper implementation of the project activities, ensuring the quality, and respecting MdM principles and ethics.
  • Monitor and evaluate the implementation of the projects to modify and adapt the activities when needed.
  • Act as a focal point for WB communication and advocacy activities in coordination and collaboration with the Advocacy Coordinator and /or the General Coordinator. 

Team management 

  • Be the general manager of the WB team. S/he takes draws on the support their respective functional coordinators.
  • Manage the WB team under is direct hierarchical link (information, setting objectives, monitoring activities, approving leave, recruitment, discipline, security, training, skills management)  
  • Plan and monitor activities and implement corrective action where necessary, providing  support to the team 
  • Advise on, arbitration and supporting measures to be taken in the event of malfunctions and/or incidents 
  • Ensure that the Base Organigram and allocation of Human resources is matching with the base needs
  • Ensure, through the support provided by HR manager and the General Coordinator,  the consistency with Palestine labour laws in all HR issues including staff dismissal;
  • Define the general organisation of the WB Base and the organisational chart in terms of HR in coordination with the General Coordinator and Finance/Log Coordinator and through the support provided by HR Manager. .
  • Validate the Job Descriptions of the different positions in WB Base in cooperation with the relevant Techncial Coordinators 
  • Be responsible for the recruitment of new staff members in WB through the support provided by HR Manager.
  •  
  • Identify training needs and participate in the development of the training plan in collaboration and Techncial Coordinators and through the service provided by HR Manager. 
  • Ensure briefing and follow up of teams in WB, including context, safety, security, and program briefings.
  • Organize regular team meetings to ensure good information flow and maintain proper communication between different departments in WB Base.
Base Management 
  • Ensure the respect of MdM internal rules and HR polices and of MdM obligations by all the team members.
  • Contribute to the yearly budget development and its revision and justify the budget consumption per line and anticipate any needs of budget amendments.
  • Coordinate the donor’s proposal and reports writing for WB Base
  • Building budgets and/or supervision building budgets and budget monitoring. 
  • Supervise the administrative management of the base Admin Manager and in particular the budget follow-up and the respect of donors’ constraints, in collaboration with the Finance and Logistic Coordinator.
  • Ensure the respect of the Palestinian Legal Environment in collaboration with the Admin Manager, HR Manager and the General Coordinator. 
Representation 
  • In close coordination and reporting to the General Coordinator, the Field Coordinator will: 
  • Ensure the interaction with other stakeholders (Ministries, UN, INGOs and NGOs) in the WB. 
  • Ensure the regular participation of a representative of MdM in the WB to the most important coordination meetings in the area of intervention and Ramallah (Protection Cluster, Health Cluster, Thematic groups meetings).
  • Represent MdM with the district / governorate authorities. 
  • Promote the contacts with the media and give the association’s official positioning to his team and to the media 
  • Research, development, and monitoring partnerships  
  • Guarantee the program(s)’ visibility and the coherence of public speaking with the association’s positioning

Security

  • Monitor the security situation in WB and report to the General Coordinator. 
  • Analyse and anticipate security evolution and report to General Coordinator 
  • Link with WB stakeholders in regard to security issues (Local Authorities, PDCO, IDCL, INGO, OCHA, ACU, ICRC…).
  • Review and update of the WB Safety and Security Management Plan regularly and lead its dissemination among relevant coordination and base team members. 
  • Ensure that all the team members know the security rules.
  • Ensure respect of security rules by the expat and national team in the WB Base.
  • Manage and report safety and security incidents. 
Reporting: 
  • In charge of donors reports in collaboration with the Program Manager/s and the Techncial Coordinators and the Grants Officer based on the deadlines clarified in the donor’s contact 
  • Contribute to WB financial reporting in collaboration with the Finance and Logistic Coordinator. 
  • Contribute to the WB Logistics reporting in collaboration with the Finance and Logistic Coordinator 
  • Regularly report to the General Coordinator progress in the implementation of activities and its related progress and challenges.
  • Report about WB Base (context, programs, admin, HR, etc) in regular bases (Periodic reports when requested, SitRep when needed, monthly reports no later than the 10th of the following month, etc.)
  • Directly report on safety and security incidents if any 
  • Report and manage HR misconduct if any in coordination with  General Coordinator .

Education 
  • An advanced degree in Humanitarian Aid or Project Management, or in any other relevant field.
Professional experience
  • Valuable experience in team, project, grants, and security management (at least 5 years) with International Organizations. 
Skills 
  • Experience with an international NGO working in emergency contexts, managing projects, preferably within the health sector 
  • Experience in supervision, team, human resources, and security management
  • Experience in humanitarian and developmental project management (Health and Protection)
  • Excellent communication, proposal writing, reporting and grant management skills 
  • Field experience under potentially hazardous safety conditions
  • Experience in need assessments and MEAL. 
  • Experience in working with local partners and consortiums 
  • Ability to classify and to manage priorities
  • Excellent knowledge of Windows environment (Word, Excel, Outlook...)
  • Listening and diplomacy skills, reactivity, anticipation, adaptability, capacity to take initiatives
  • Fluent in English (spoken, written and read) /Arabic and French are an asset 
  • Knowledge of the occupied Palestinian territory, the Middle East and/or the Muslim world is an asset.
  • Knowledge or experience with Medecins du Monde is an asset. 
  • Knowledge on advocacy and communication issues is an asset.
