Needs to fill the position of a:

Field Coordinator – Westbank Office

Type:                          Full Time Fixed Term Contract

Duration of the contract:  6 months, with high possibility of extension based on performance and fund availability.

Job Location:    West bank, Palestine

Reports to:       General Coordinator

Summary:

Médicos del Mundo-Spain (MdM-S), is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.

MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.

SPECIFIC OBJECTIVE:

Lead, coordinate, and oversee the implementation of active projects to ensure the achievement of established objectives within set timelines and budgets, while maintaining high standards of quality, compliance, and accountability. Foster effective collaboration with local partners, stakeholders, and team members to maximize impact, address emerging challenges, and contribute to the overall mission and strategic goals of the organization.

1.   FUNCTIONS

Programming, management & development

  • Ensures a daily monitoring of the global situation of the WB and East Jerusalem and its population (context, question of access, humanitarian & development needs, presence and actions of local & international actors, etc.)
  • Initiates and activates contacts with relevant actors and/or partners (local Authorities, Universities, NGOs, ).
  • Liaises with other MdM representations in the WB and East Jerusalem (MdM-FR and MdM-CH).
  • Gives relevant briefings and directions to MdM-ES field workers, in line with MdM-ES strategic plan & projects proposals, as well as with MdM-ES contingency
  • Actively participates in the Strategic Planning of the organization in the WB and East Jerusalem. Contributes to needs assessments, project design, implementation and monitoring & evaluation.
  • Collaborate with the Administrative Coordinator to closely monitor financial resource usage, contribute to financial reporting, and assist with potential grant applications.
  • Participates in the preparation and submission of potential grant requests, including gathering necessary assessments, documentation, and supporting the proposal writing and the application process.
  • Facilitates communication and coordination with local partners & institutions, specifically the Ministry of Health (International Cooperation Department, the Mental Health Unit, the General Directorate of Hospitals, etc.) and Universities.
  • Identify and engage local and international partners (including development organizations, INGOs, local associations, CBOs) to support project development in the West Bank and East Jerusalem, ensuring thorough partner screening and timely preparation of all required documentation.

Monitoring and evaluation

  • Develop regular plans of action and regularly evaluate the project’s progress in line with the defined project objectives.
  • Together with the Medical Coordinator and the Mental Health and Psychosocial Support, ensures the quality monitoring of MdM-ES interventions
  • Monitors the respect of MdM-ES Child Protection Policy at all levels of MdM-ES activities
  • Ensure the setup of monitoring tools for the partners
  • Organize relevant needs assessments and exploratory missions to enable them to attend a less biased analysis in terms of determining the actual need of the affected population
  • Develop Monitoring Systems in collaboration with the general coordinator.

Reporting

  • Participate in the redaction of the project’s reports for the different donors in accordance with their
  • Report to the general coordinator

Team management

  • Identify and support the needs of the team under his/her direct
  • Develop monitoring tools for the team to assist the implementation of the activities designed.
  • Organize and conduct weekly team meetings, ensuring a participative approach
  • Ensure proper communication flow with timely information of all the base’s staff.

Representation

  • Represent MDM in coordination meetings, participate in the different medical meetings especially on protection and Mental Health Cluster meetings, and proactively lead on external coordination with other health actors, UN agencies at the relevant level, and implemented partners of the
  • Lead on liaison with the MoH authorities where MdM is presently working and collaborating to ensure an excellent working
  • Support field teams to coordinate on the ground with all stakeholders and ensure that information passes both up and down the chain of command in a timely

Security

  • Responsible for the security of the West Bank staff, ensuring that his/her team complies with all security and safety regulations, reporting to the GenCo who is the final responsible for the mission, and coordinating with the Log/Secu Coordinator and the HARO as advisors
  • Analyse and monitor the security situation in intervention areas.
  • Handle incident management efficiently.
  • Lead on the implementation and regular review of the mission’s security plan in the West Bank.
  • Take decisions together with the General Coordinator on measures to adopt in case of a volatile security

2. Requirments

Academic / Professional Background

  • University degree in International Relations, Development Studies, Social Sciences, Public Health or a related field.
  • Desirable: Masters Degree or additional training in project management or humanitarian assistance
  • Experience
  • At least 3 years of experience in field coordination, project management, or humanitarian operations, preferably with an international NGOs or agencies.
  • Experience managing teams and coordinating multi-sectoral programs in complex or emergency settings, ideally in the West Bank or similar environments.
  • Demonstrated ability to engage with local authorities, partners, and community stakeholders.
  • Experience in budget management, reporting, and compliance with donor or organizational requirements.
  • Familiarity with humanitarian principles and protection issues in conflict-affected areas is highly desirable.
  • Previous work experience in the Middle East is an asset.

Languages

  • Native Arabic
  • Fluent English (spoken and written)

  • Proficiency in Microsoft Office applications.
  • Willingness and ability to travel regularly within the West Bank.
  • Ability to work under pressure in an unstable and changing environment.
  • Team work, Leadership, diplomatic and analytical skills.
  • Ability to work with different groups of beneficiaries (female, male, children, adolescents, adults and elderly).

  • Ability to live and work in a difficult security context and willingness to accept security protocols.
  • Confidentiality: observe absolute discretion on the documents, interviews, discussions and/or other info related to the intervention of MdM Spain in the country.
  • Believing in concepts of equity, human rights, neutrality and impartiality.
  • Respect each team member’s position, work and specialty.
  • Driver license is an asset.
  • Good skills in writing and designing proposals.
