Job Description
CHF International is implementing a five-year, Community Infrastructure Development (CID) program in the West Bank with funding from the United States Agency for International Development (USAID). This program aims to improve the quality of life for Palestinians in vulnerable communities through provision of multi-sectoral infrastructure and a wide-range of capacity building initiatives. To support the implementation of this program, CHF International and partners are seeking qualified candidates to assume the following positions, on renewable yearly contracts:
 
Field Engineers (Northern, Central and Southern West Bank) 
Location: Nablus (2 positions available), Ramallah/Al-Bireh (2 positions available), Hebron (2 positions available)

Employment contract details:
This position will work on the CID Program as an integrated member of the team based in the CHF International offices, but will be hired as full-time staff of the Center for Engineering and Planning (CEP), a sub-contractor to CHF International.

Responsibilities:
The Field Engineers, reporting to the Construction Management Area Engineers, are responsible for the day to day construction activities on assigned project sites. They conduct frequent project site supervision and ensure: the quality of construction, material and works testing, timely implementation, completed works verification for payment purposes, site safety and compliance with all rules and regulations, including environmental and disability compliance.  The Field Engineers will work closely with Construction Management Area Engineers in all stages of the project cycle: assisting in pre-bid meetings, regular site visits, addressing bidders’ questions, and documenting pre-bid, site possession, and construction meetings.  Field Engineers will also support the project contractor’s and community partner’s site engineers directly on technical, reporting, and logistics issues, and on the review of daily reports.

Key qualifications:
Bachelor’s degree in civil engineering, architecture or construction management; a minimum of five years of experience working in site supervision for buildings and/or other infrastructure projects; prior experience working with USAID or other international donor-funded infrastructure projects, preferred; reporting writing skills in English and Arabic, preferred; demonstrated ability to work collaboratively with Local Authorities, community members and groups during different project phases. Awareness of community participation approaches in planning, implementation and monitoring, preferred; computer skills in MS office, AutoCAD, MS Project and/or Primavera; specialized technical expertise (water/sanitation, roads, electricity, etc) as required for specific projects; ability to work under pressure and willingness to travel frequently to various localities in region assigned; and registered with the Engineers Association and has a valid driving license.
