Position: Field Officer
Location: Jerusalem and Ramallah
Starting date: Immediately
Contract period: 12 months

BACKGROUND
ACTED (Agency for Technical Cooperation and Development) is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory in May 2007, through food security interventions in the West Bank and then in Gaza. ACTED is currently implementing projects funded by the Humanitarian Response Fund and the French Ministry of Foreign and European Affairs Crisis Centre that aim to protect vulnerable households in the West Bank, as well as an EU-funded project that seeks to strengthen rural cooperatives in Salfit and Qalqilya governorates.
GENERAL RESPONSABILITIES
Under the supervision of the Project Manager, the Field Officer is in charge of coordinating the ACTED emergency response to communities that have suffered from household needs. Responsibilities include collecting and analyzing field information to be used by the Programme Development and AME (Appraisal, Monitoring & Evaluation) departments.
KEY TASKS
-Accomplish all the duties according to schedule and deadlines foreseen by the project and set by the Project Manager
-Visit daily all the spots in the villages/towns of implementation and supervise beneficiaries attendance on the activities spots.
-Collect all the beneficiaries’ related documents (copy of ID, certificates…)
-Interview in the spot each single beneficiary and fill the related beneficiary assessment form.
-Check delivery of provided materials to the location and confirm that it meets the agreed on specifications in the contracts.
-Daily update the Project Manager about the situation of the ongoing activities.
-Submit a report to the Project Manager following his direction.
-Inform ACTED staff about each problem might occur, and to try to find together a solution, for the efficiency of the project and for the safety of all the staff members;
-Ready and flexible to the needs of the organization. When required by ACTED staff, to carry on other activities
-Conduct detailed assessments of households needs sustained by target communities
-Coordinate the assistance provided to communities affected by households needs, together with the Palestinian Authority and all stakeholders.
-Perform other tasks, as requested by Project Manager
-Comply fully with ACTED standards and principles
REQUIRED SKILLS
-Bachelor's degree in Sociology, Community development, or related field
-3-4 years work experience with NGOs in the field and in similar position will be positively evaluated
-Professional attitude, good social skills, and ability to work in a team
-Knowledge on technical criteria of construction materials
-Accurate, reliable, open-minded, and a positive attitude
-Good in time management, and ability to work under pressure
-Willingness to improve skills and knowledge
-Capable in planning and problem solving
-Excellent communication and drafting skills and excellent IT skills.
-Fluent in Arabic and English, spoken and written
-Frequent travel in Jerusalem (Jerusalem ID holder).
-Valid Driving license.
