In the occupied Palestinian territories, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable rural communities in the West Bank, East Jerusalem and the Gaza Strip. ACTED currently seeks a Technical Officer for its humanitarian project in the West Bank.
Position Profile
Main objective:
To carry out the designated tasks on timely manner; ensuring the implementation of responses, the Field Officer is responsible for carrying out field assessment, implementation of responses and monitoring activities and other related field work.
Field Work and implementation:
The Field Officer bears full responsibility for in time implementation of the project action plan; under the full supervision of the Emergency Project Manager, to fulfil the following responsibilities:
-Interview on the spot each single beneficiary and fill the related beneficiary Assessment form in the occupied Palestinian territories (West Bank including East Jerusalem).
-Review ACTED assessment form and compare it with OCHA assessment.
-Coordinate, Contact and follow up with legal support organisations (e.g. NRC) for each incident ‘case’ before and after providing materials to sites, and record it in the assessment document and on the server.
-Receive and check delivery of provided materials to the location and confirm that it meets the agreed specifications in the contracts.
-Assess all activities undertaken and ensure efficient use of resources
-Coordinate with Logistics, Finance, AME and Programme Staff.
-Facilitate the work of AME Unit and work on program improvement
-Coordinate and report for donor visits to beneficiary locations Comply fully with ACTED standards and principles.
-Inform ACTED staff about potential problems and solutions vis-à-vis related risks.
-Coordinate with the Palestinian Authority (ministries, village councils) and partner field staff.
-Develop, maintain and maximize the contacts level with Moukhtar and community dignitaries.
-Support implementing partners’ field officers when it is requested and needed.
-Assist other staff and projects as needed
-Ready and flexible to the needs of the organization.
-Propose improvements on Emergency programme.
-Reporting and documentation.
Qualifications:
-Previous experience in Field work, especially emergency humanitarian responses
-Degree in Social sciences, relevant education to Humanitarian field.
-At least 4 years of experience
-Previous knowledge of AREA C context
-Computer skills including the ability to operate Microsoft Office programs
-Excellent verbal, presentation and listening communications skills in Arabic and English
-Willing to work overtime and on weekends
-Valid driving license
