Overall objective
Première Urgence-Aide Médicale Internationale (PU-AMI) is an international apolitical and non-religious non for profit organization intervening in more than 20 countries around the world to help people to survive and rebuild their lives. Première Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected or forced to flee from war or disaster.

The Operations Field Officer Role is to directly implement and daily monitor all activities and events implemented under the Operations Department as defined by the West Bank Field Coordinator, this include: the Cash for Work (CFW) men and women activities, Olive Harvest Activities, in addition to supporting the Protection officer in the implementation of the protection activities and participating in the activities selection process at the project planning phase. He/she will provide experience and expertise in community based projects in the West Bank. Internally, He/she will contribute in reporting, updating the activity follow up tools and work plans. Externally, she/he will develop the community mobilization, relations with the municipality councils, identification of local partners if relevant, identification of opportunities/vulnerable groups and communities, etc. In addition, He/she is responsible in alerting the team about any related protection issue/incident occurring in the area of intervention. She/he will ensure that the PU-AMI procedures and regulations are fully respected during the implementation of the livelihood activities.  

Tasks and Responsibilities
-Responsible for the daily supervision, follow-up and monitoring of all Cash for Work (CFW)/rehabilitation activities and CFW/ social activities in the fields, which include beneficiaries (BNFs) attendance, activities daily execution, payments, material reporting and proper implementation of the requirements of the project.
-Participate in the activities selection plan preparation by the operations department at the project planning phase and implement the plan as assigned by the Field Coordinator & Field Coordinator Deputy in cooperation with the operations team members.
-Execute the adequate work plan to ensure that project deadlines are met and goals achieved.
-Follow and ensure application of the activities guidelines and payments guidelines.
-Prepare for and attend the project kick off meetings of the Field Co. with the Governorates and the Villages Councils (VCs) at the start of project’s implementation.
-Prepare the MoUs based on the PU-AMI MoU template and following the guidance of the Field Co. Sign the MoU with the VCs.
-Meet with the VCs at start of the work round to explain the activities and sign the MoU.
-Provide regular/daily on-site supervision of CFW activities execution.
-Support the Civil engineer & OP Logistic Manager in conducting the technical assessments of the infrastructures to be rehabilitated through CFW.
-Coordinate with the Civil engineer & OP Logistic Manager to ensure delivery of construction material and social activities material. Establishing the bill of quantities and purchase requests.
-Monitoring and controlling the delivery and usage of materials (according to the follow up tools developed by the Log Manager)
-Prepare the attendance sheets and daily monitoring the attendance of CFW project’s beneficiaries through cross-check of the attendance lists with the ID of the beneficiaries. Sign the attendance sheets weekly with the BNFs.
-Prepare the final attendance sheets and sign them with the BNFs.
-Prepare the payments sheets.
-Deliver the payments to the BNFs at the end of activities round.
-Document all CFW activities by collecting and providing all necessary information and taking photos before/after the activity. Writing semi-daily reports showing the progress of the activities.
-Develop a post-activity maintenance plan with the municipalities and/or ministries.
-Explore and propose new orientations towards protection and agriculture activities (farmers exposed to protection threats/access restrictions), potentially linked to CFW when and where possible but not necessarily.
-Provide data to be contributed to the writing of project proposals to donor organizations.
-In coordination with the protection officer, and the West Bank field coordinator, the Operations field officer continues to establish focal points in the villages of PU-AMI’s area of intervention to receive information about threats that could be responded by PU-AMI interventions.
-Identify and justify vulnerable cases within the selected beneficiary that could receive cash transfer (special cases and protection threats victims)
-Cooperate with the protection officer to define protection related issue in the area of intervention.
-In cooperation with the WB Field Coordinator, facilitate visits of donors to the fields.

Duty Station
This position is based in PU-AMI Field Office in Nablus with at least 80% of the working time spent on the field.

Required knowledge and skills
-Bachelor degree preferably in the field of Civil Engineering, Agriculture studies, Agronomist, WASH or related field.
-Minimum of 2 years of relevant working experience in related fields.
-Project management certificate is preferred.
-Valid and clean driving license.

Required Personal Characteristics (fitting into the team, suitability for the job and assignment)
-Very good knowledge of North West Bank villages and ability of movement in the field.
-Fluency in written and spoken Arabic and English
-Professionalism, presentation, communication and networking skills.
-Ability to work independently while taking initiatives and showing a sense of responsibility
-Ability to work under pressure.
-Ability to work with various partners, in a spirit of openness,  and with adaptable communications strategies
-Ability to write reports and follow-up execution of projects’ activities.
-Ability to meet deadlines.
-Sense of diplomacy
-Dynamic team player.
-Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet

PU-AMI is caring to offer a remuneration and benefits package commensurate to the Palestinian labor market. Salary range from 4500 NIS to 5000 NIS according to the experience.
