FIELD OFFICER /GAZA

Job Description

The primary function of the Field Officer is to improve and maintain NRCs presence in the Gaza Strip. This includes expanding NRCs activities in the Gaza Strip through presence in the field, developing and maintaining a network of contacts, tracking Housing, Land and Property (HLP) and civil documentation issues in the area, maintaining good beneficiary liasion and preaparatory work for new potential cases and on-going ones.
The Legal Field Officer will be based in the NRC Gaza and will be working with the NRC ICLA Gaza team.

Job description
-Collect information, monitor and report any developments in relation to HLP and civil documentation rights in the Gaza Strip by ensuring a regular presence in the field and coordinating with partners, associated organisations and other information sources;
-Maintain relevant knowledge and keep up to date with developments in relation to HLP and civil documentation in the Gaza Strip;
-Alert NRC whenever an issue of concern for violation of HLP rights arises in the area, and provide quick responses after consultation with supervisors;
-Work directly in the field to assist in the implementation of ICLA activities including programmatic responses to legal developments such as provision of legal information and written materials. This will include sessions at emergency collective centres, schools and other community centres;
-Carry out field visits and field-based primary research and information collection;
-Assist, where necessary, in the preparation of legal cases by conducting field interviews, obtaining documents, and assisting to identify the facts of a case as required;
-Assist with the collection of information for programme Monitoring & Evaluation efforts;
-Produce programme information resources including case studies, memos, fact sheets and statistical/analytical reports as requested by the supervisor;
-Managing legal referrals received including ensuring referrals are followed up by NRC and partner lawyers;
-Identify areas where NRC can assist in increasing access to justice and legal accountability, in particular for internally displaced persons and refugees and other vulnerable groups such as women and children;
-Prepare monthly plan of activity in cooperation with ICLA team members;
-Build solid beneficiaries relationships and good networking with CBO, NGOs, INGOs and UN;
-Attend meetings and represent NRC in external fora and coordination mechanisms, including the Protection Cluster, the Shelter Sector and the Legal Task Force, as requested by the supervisor.
-Assisting with the general administration of the programme.
-Any other duties as specified by the Program Management.

Qualifications
-University degree in relevant field. A degree in Law or Human Rights is an advantage.
-Minimum of 3 years of relevant fieldwork experience;
-Legal understanding and knowledge of housing, land and property issues and international human rights and humanitarian law preferred;
-Experience working with Palestinian communities in Gaza, particularly vulnerable groups.
-Experience working with Human Rights organisations or NGOs/ INGOs prefer

Contract period: 3 Months with possible extension depending on funds
Salary/benefits: According to NRCs Salary Scale and Terms of Employment
