Context

PREMIERE-URGENCE INTERNATIONALE (PUI) is an international, apolitical, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by humanitarian crisis.

Overall objective

Under the responsibility of the Civil Engineer / Technical Manager, the agricultural Field Officer Role is to directly implement and daily monitor all activities and events implemented under the Operations Department in the whole West Bank. That mainly – but not exclusively – includes:

-Emergency response following settlers attacks, such as burning olive trees…etc
-Preventive measures such as rehabilitation of agricultural road
-Assessment and monitoring after demolition
-Olives harvest activities
-Etc.

Internally, He/she will contribute in reporting, updating the activity follow up tools and work plans.

Externally, she/he will develop the community mobilization, relations with the municipality councils, identification of local partners if relevant, identification of opportunities/vulnerable groups and communities, etc.

In addition, He/she is responsible in alerting the team about any related protection issue/incident occurring in the area of intervention. She/he will ensure that the PUI procedures and regulations are fully respected during the implementation of the livelihood activities.

Tasks and Responsibilities

-Establishing an efficient networking with the local communities under protection threats.
-Participate in the activities selection plan preparation by the operations department at the project planning phase and implement the plan as assigned by the Field Coordinator & Civil Engineer – Technical Manager in cooperation with the operations team members.
-Execute the adequate work plan to ensure that project deadlines are met and goals achieved.
-Follow and ensure application of the activities guidelines and payments guidelines.
-Prepare the MoUs based on the PUI MoU template. Sign the MoU with the VCs.
-Provide regular/daily on-site supervision of activities execution.
-Prepare the contracts of daily workers ,Monitoring the daily workrs , and follow up the attendance sheet
-Pay checks for daily workers after verification them with the attendance sheet
-Support the Technical manager in conducting the technical assessments of agricultural items  
-Coordinate with the Technical manager to ensure delivery of agricultural items and material as well as Establishing the bill of quantities and purchase requests.
-Monitoring and controlling the delivery and usage of materials
-Prepare the attendance sheets and daily monitoring the attendance of daily workers through cross-check of the attendance lists with the ID of the beneficiaries. Sign the attendance sheets in daily bases -if applicable- with daily workers
-Prepare & Deliver the payments to the BNFs at the end of activities round.
-Document all activities by collecting and providing all necessary information and taking photos before/after the activity. )
-Cooperate with the protection officer to define protection related issue in the area of intervention.
-With the support of the Civil Engineer-Technical Manager, conducts assessment, materials response and monitoring of the response after demolition.

Required Profile

Required knowledge and skills

-Bachelor degree preferably in Agriculture studies, Agronomist, or related field.
-Minimum of 2 years of relevant working experience in related fields  Project
-NGOs experience is preferred.
-Valid and clean driving license.

Required Personal Characteristics (fitting into the team, suitability for the job and assignment)

-Very good knowledge of West Bank villages and ability of movement in the field.
-Fluency in written and spoken Arabic and English
-Professionalism, presentation, communication and networking skills.
-Ability to work independently while taking initiatives and showing a sense of responsibility
-Ability to work under pressure.
-Ability to work with various partners, in a spirit of openness,  and with adaptable communications strategies
-Ability to write reports and follow-up execution of projects’ activities.
-Ability to meet deadlines.
-Sense of diplomacy
-Dynamic team player.
-Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet
