Field Supervisor
The Agricultural Development Association (PARC) is a leading Palestinian Agricultural Development Organization, established in 1983 under the name of the Palestinian Agricultural Relief Committees (PARC). Since its establishment, PARC has been efficiently engaged in Palestinian land development, water resources and environment, poverty reduction and women empowerment, olive oil marketing, as well as other crucial rural development programs.
PARC will implement a project titled “Enhancing resilience and sustainable economic development for woman in Palestine ", funded by The German Federal Ministry for Economic Cooperation and Development (BMZ) and implementation of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) through the Regional Study and Expert Fund project "Consolidating of rehabilitation of GIZ Partner Institutions after the 51-Day War (Gaza II)". This project is targeting unemployed Women whose work at the urban agriculture and the food processing. The overall objective of the project is to contribute in restoring and improving the supply of local agricultural products to increase the resilience of local producers, and access to markets. In order to do that, the project will be providing specific capacity building and training for those women, and will be supplying them with specific backstopping and counseling activities.
The project as well, aims to start by providing ToT for agronomist graduates whom will be in turn delivering the training to the targeted women. Then after, the project will be targeted women already members in woman cooperatives and have an already operational production line, but still need improvement to maximize its capacity and competiveness in the local markets.
Position Title: Field Supervisor (part-time)
Period: 6 months

DUTIES AND RESPONSIBILITIES
The Field Supervisor will be responsible for the following tasks:
-Make sure that the scope of the project is maintained and achieving planning and make the necessary decisions assuring the relevance and effectiveness of the project as well as compliance of systems against PARC’s accountability framework and stated project procedures and objectives.
-Execute the project according to the project plan, which identifies and sequences the activities needed to successfully complete the project, and perform documentation review
-Develop a schedule for project completion that effectively allocates the resources to the activities
-Developing a monitoring system for the project, capturing progress towards project indicators.
-Direct field coordinator for properly coordinating, organizing and implementing the activities of the project.
-Make the necessary decisions assuring the relevance and effectiveness of the project as well as compliance of systems against PARC’s accountability framework and stated project procedures and objectives.
-Perform documentation preparation, review and assess in organizing the project’s related documents towards proper filing and close out in compliance with requirements of donor.
-Provide ongoing recommendations to the Field Supervisor enabling him/her to
SKILLS AND COMPETENCE
-Demonstrated experience of complex project management/leadership.
-Good written and oral knowledge of English language and fluency in Arabic
-Strong project monitoring and evaluation knowledge and practice including developing log frames, handling quantitative and qualitative data for reporting purposes.
-Excellent networking and communication skills
-Ability to work effectively with others in diverse team situations to achieve fundraising targets.
-Self-motivated, target-driven and a proactive approach to funding.
-Ability to manage time effectively, and adapt priorities to respond to changing demands and tight deadlines, across multiple time-zones.
Academic and Professional Qualifications and Experience
-Bachelor Degree in Agriculture, Business Administration, Social science, Social work, or other related field.
-Three years of professional experience, preferably with experience in working with NGO's preferably in the same field.
-Professional level in both Arabic & English language skills.
