Terms of Reference


PROJECT TITLE: Medical Emergency Preparedness in the Gaza Strip / Result 4: Quality Mental Health and Psychosocial Support (here after called MHPSS) to the most vulnerable communities in Khan Younis is enhanced by the continuation of the MHPSS technical guidance provided to Culture and Free Thoughts Association (here after called CFTA).

CONTEXT

ORIGINS OF REQUEST

Requested and agreed with the donor (German Ministry of Foreign Affairs (MOFA) – Division for Humanitarian Aid and humanitarian mine clearance (Department S05))

BRIEF OVERVIEW OF THE WHOLE PROJECT

MDM-F project has been designed with general goal of reducing the vulnerability to man made and natural disasters of the population whose health is at risk as exposed to health hazards. This reduction of the vulnerability will be reached through the prevention and mitigation of life risks of vulnerable groups by easing their access to emergency response and mental health and psychosocial services as well as by enabling them to deal with current and new health hazards in Gaza. The intervention has been designed in order to increase the ability of emergency management and response in the PHC, EMS and Hospital emergency staff by ensuring the implementation of emergency technical operational procedures among the targeted areas. It included capacity building through trainings (theoretical, practical and in-service visits/follow-up) for PHCC ER staff and additional refreshment trainings for PHCC Emergency Rooms staff trained in the past years by MdM-F as to decrease the negative impact of lack of human resources, and related shift, turnover and allocation issues.

SKILLS REQUIRED TO LEAD THE EVALUATION PROCESS

1 consultant: psychologist/psychiatrist with experience in Middle East.

-At least 2 years of Extensive field clinical MHPSS experience
-Experience and expertise in MHPSS projects’ evaluation in Middle East
-Knowledge and experience in the use quantitative and qualitative methods
-Experience working in different cultures and contexts
-Experience in humanitarian work and emergencies
-Ability to synthesize complex information in a systematic manner
-Excellent English writing and oral skills / Arabic is an asset
-Excellent communication and group facilitation skills
