Job Description
Position: Finance & Administration Officer
Location: Ramallah 
Contract: 10 months / Full-Time
 
Shiam-Youth Make the Future is a Palestinian locally registered non-governmental, non-profit organization that aims to spread the principles of good citizenry, human values, gender equality and mainstreaming, democracy and good governance among Palestinian youth. 
Within the partnership between Shiam and Catholic Relief Services (CRS) and the Family Health International (FHI 360), within the framework of the Civic and Community Participation Project (CPCE) which is funded by the United States Agency for International Development (USAID), Shiam is currently implementing “Engage Youth Centers in Designing Environmental Initiatives to Sustain their Local Community” Project. 
Shiam is seeking qualified candidate to join the team and fill in the following vacant position:  
Responsibilities:
The Finance & Administration Officer specific responsibilities include, but are not limited to, the following: 
Finance Department
  • Ensures proper financial and programmatic documentation related to expenditures are submitted prior to processing any payments.
  • Verify payment requests and issuing the wire transfer or checks for the payments. 
  • Issues payments to vendors and ensures accurate receipts are provided.
  • Record all transactions into QuickBooks and prepare Journal entries on a daily basis.
  • Filing all entries and ensuring that all required documents are attached to each entry.
  • Preparing bank reconciliations on weekly basis. 
  • Preparing monthly vat reports, donor reports and other requested reports.
  • Communicate with Banks regarding missing reports, statements, information, or names. 
  • Undertaking other tasks assigned by the management team. 
 
Administration Department
 
  • Preparing purchase requests, verbal quotations, payment requests, and contact vendors if needed. 
  • Assist in preparing RFQs, evaluation reports, contract / purchase order forms.
  • Responsible of the petty cash and stationary of the office. 
  • Filing and archiving all documents as needed and keep filing system maintained. 
  • Arrange for supplies, and catering for organization meetings and events. 
  • Preparing internal MEMOs, change requests and releasing it to the involved staff. 
  • Support HR department in reviewing timesheets, preparing letters, contracts and any other tasks related to HR.
  • Undertaking other tasks assigned by the management team.

Job Requirements
Qualifications:
  • Bachelor’s degree in Accountant or a relevant field;   
  • A minimum of 4 years of relevant experience;
  • Experience in working with international development organizations is preferred;
  • Knowledge of accepted accounting practices and principles;
  • Excellent command of excel and other database applications.
  • Computer/word processing and standard office software skills.
  • Good command of spoken and written English and Arabic.
  • Knowledge/Experience with USAID rules and regulations strongly preferred
