Position:Finance & Administrative Officer
Responsible To:Country Programme Coordinator/Acting Country Director
Location:Ramallah
Commencing Date: April 2010

The Swedish Cooperative Centre (SCC) is a non-profit development NGO. SCC works in partnership with civil society organizations (including cooperatives, farmer trade unions as well as other member based organizations) in developing countries and Eastern Europe in order to contribute to their development and improve living conditions of poor people. SCC has a Country Office in Ramallah and is willing to recruit a Female Finance & Administrative Officer.

Main Duties:
-Assist the Management in general office operations, including being responsible for office resources, equipment and maintenance.
-Be in charge of the accountancy of the Country Office.
-Be responsible for the day-to-day expenditures, preparing payment vouchers, checks and transfers of money to  partner accounts.
-Handle vendors and suppliers accounts including invoices, general ledger maintenance, journal entrie account reconciliation. Carry out correct and timely payments to vendors and service providers.
-Prepare and file VAT invoices for procurements. Create and maintain a filing and tracking system for VAT claims.
-Prepare financial reports to send to Stockholm, as well as any other financial reports to send to funding agencies.
-Carry out periodic checks and monitoring reviews of partners in order to ensure compliance with  agreements, operational plans and all applicable regulations and conditions.
-Conduct risk assessments of Partners in order to avoid errors and irregularities that are material to the financial and accounting system.
-Assist in the monitoring of results of the SCC Palestine Programme.
-Be responsible for the preparation of all procurements.
-Provide technical assistance to local partners on accounting, budgeting, banking, procurement, filing, financial reporting and transparency issues.

Competency requirements:
-A bachelor's degree in Accounting.
-4 to 5 years of relevant experience.
-Knowledge of sound procurement practices and procedures.
-Work experience in administration.
-Accuracy in working with audits, reports and financial data.
-Knowledge of computer related accounting systems. Excellent knowledge in using Excel is required
-Knowledge and experience in using Microsoft Office.
-Knowledge of: Labor, Tax, Social, Economic regulations for opt and Internal Controls
-A good problem solver, analytical, creative and innovative.
-Serious, trustworthy, disciplined, dependable and responsible.
-Excellent verbal and written command of English language.
-Willing to work and live in Ramallah.
