RUWWAD, the Palestinian Youth Empowerment Program, is a USAID-funded program implemented by the Education Development Center, Inc. (EDC). Its mission is to empower young Palestinians to lead social change in their communities and their country. To this
end the program provides young people in Palestine with opportunities to develop team-work and leadership skills through participation in training courses and voluntary public service activities. Key components of Ruwwad’s program infrastructure include its National Youth Corps (NYC), as well a national network of youth clubs known as Youth Development Resource Centers (YDRC).
The Ruwwad Program is currently looking for a candidate to fill the position of Finance & Administration Director for Ruwwad.
Job Description:
The Finance & Administration Director will be responsible for the management of Ruwwad finances & administrative systems in order to support program operations. He or she will lead the development and improvement of the program’s financial processes and forecasting functions. He or she will also support the development and application of financial systems and controls, and contribute to financial and administrative capacity building for YDRCs’ staff.
The Finance and Administration Director will report to the Chief of Party
Duties & Responsibilities:
Finance Duties:
-Maintain all bank accounts and internal accounts.
-Develop and monitor the program’s general budget, sub-grantees’ budgets, and the budgets of youth-led initiatives.
-Ensure compliance with USAID and EDC financial regulations and procedures.
- Provide financial management of Ruwwad field office third-party contracts ,including suppliers and sub grantees.
-Make payments as needed to staff and vendors and ensure that all transactions are accurately and completely documented.
-Liaise with EDC’s home office accountant on matters pertaining to financial reporting, in accordance with USAID & EDC’s policies and procedures.
-Prepare financial reports and other required documents at the request of EDC home office and USAID.
Administrative Duties
-Assist the COP in assigning, monitoring, and evaluating the work of the administrative personnel.
-Oversee daily internal administrative operations
-Oversee all logistical arrangements in support of Ruwwad staff, short-term consultants and home office management staff.
-Supervise administrative, accounting and financial personnel, including support staff.
-Perform other duties as assigned.
Required Qualifications.
-Bachelor’s Degree in Management, Business, Finance or other related field.
-At least 10 years of demonstrated professional management experience.
-Excellent oral and written communication skills in Arabic and English.
-Computer literacy in MS Word, Excel, and Quickbox is required.
-Strong interpersonal skills and ability to work either as a member of the Ruwwad team, or on individual assignments.
-Dynamic personality with ability to take initiatives required to ensure the smooth operation of the project.
-Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of Ruwwad.
-Experience in managing staff.
-Strong analytical skills.
-Strong organizational skills.
-Familiarity with USAID regulations and requirements

Contract Duration:
1 year renewable.
