Finance and Administration Manager
Norwegian Church Aid is a humanitarian and development agency working in the Middle East since the 1950s. NCA struggles together with partner organizations across the world to eradicate poverty and for a just world.
We are now seeking a proactive and analytical Finance and Administration Manager for our Middle East Area Office in Jerusalem. The person should be structured and co-operative, and have good personnel management and interpersonal skills
Areas of Responsibility:
-Be an integral, constructive and proactive member of the Senior Management Team at the Representation. Make sure senior management receives relevant operational and project reports at least once a month to follow up and make decisions
-Develop guidelines and routines and build capacity and competence within finance management and accounting processes
-Control and quality assure deliveries in the yearly financial cycle, including budgets, allocations, transfers and reporting to Head Office and back donors
-Identify risk in the finance management process (internally and externally with partners) and advise on actions for follow-up
-Develop guidelines and routines and build capacity and competence within administrative management processes
-Be responsible for relationship to local authorities, registrations, visas and permits
-Control and quality assure routines and guidelines for personnel administration and payroll
-Develop and maintain processes and procedures for a proper filing/archiving system
-Undertake further duties relevant to the position, as agreed with the Area Representative
Desired profile:
-Master's degree in Finance or Accounting (or Bachelor's degree with relevant work experience from similar position). A professional accounting qualification is an advantage.
-Minimum 7 years relevant experience. Prior supervisory experience and work abroad preferable.
-Experience with complex accounting systems and Microsoft Office.
-Experience with capacity building in financial management
-Experience from partner based work is an advantage
-Experience with personnel management and staff capacity building and development
-Excellent written and spoken English and Arabic
-Ability to travel in the region
