Location: Selfeet, with some travel throughout Palestine

Partners for Sustainable Development (PSD) is a Palestinian NGO working towards applying sustainable development approaches in community and economic development. PSD’s programs are implemented through a network of Community Learning and Development Centers (CLDCs) located in Jenin, Salfeet, Nablus, Bethlehem, Hebron and South Hebron. As part of its social development’s education programs and in partnership with a number of international foundations, investment groups, and multi national IT companies, the Palestinian private sector and the Palestinian government, PSD has recently launched the NETKETABi Project. NETKETABi aims to provide some 280,000 learning solutions NETBOOKs through three main components. 1) The Palestinian children and youth ages 6-18 will have access to NETBOOKs. 2) Content development and training that will allow these children and youth acquire new skills that prepare them for a highly competitive world and for knowledge based societies. 3) The integration of formal and informal education through well designed in classroom related activities, community learning and service learning approaches.

SUMMARY DESCRIPTION
The Finance and Administrative Assistant will be responsible for the day-to-day financial and administrative operations of the Community Learning and Development Center (CLDC) including tasks related to micro-finance activities.  The Finance and Administrative Assistant will work in close coordination with the finance and administration staff in the Ramallah main office and ensure compliance with PSD financial, procurement and administrative procedures.

TASKS
-Maintain day-to-day operation and communication of procurement, logistical, human resources and finance matters.
-Prepare procurement requests and conduct procurements in accordance to established policies and procedures.
-Assist in the preparation of the CLDC’s budget and advance requests, monitor budget and perform revisions as necessary.
-Prepare expenditure reports on a regular basis, and other financial reports as requested.
-Ensure completeness of documentation, check accuracy of calculation for all financial transactions related to the CLDC.
-Maintain CLDC’s assets and inventory and prepare periodic reports.
-Monitor project distribution plan and follow up on delivery and needed documentation.
-Provide information and advice to the beneficiaries concerning the different types of micro-finance loans offered, including terms and documentation needed to be considered for a loan.
-Review micro-finance loan applications for completeness and accuracy.
-Form and manage the micro-finance collateral guarantee groups in coordination with relevant partners.
-Coordinate with partner bank/micro-finance institution on loan processing and approval.
-Monitor project’s distribution plan and follow up on delivery and needed documentation.

  
QUALIFICATIONS
-BA in business administration, preferably in finance or accounting.
-At least 1-2 years of relevant experience.
-Excellent computer skills, including working knowledge of Microsoft Word & Excel
-Effective communication and interpersonal skills.
-Fluent in written and spoken English and Arabic
-Must be organized, detail-oriented, self-reliant, with good initiative.
