                                           Finance and Administrative Manager   

For 9 months with a possibility of extension  

GENERAL OBJECTIVES 

The position objective is to support the mission with the financial management of programs implemented in Gaza and the West Bank in accordance with AAH’s rules and regulations.

Job Requirements

Objective 1:  Budget management Tasks   

  • Develop and /or validate budget proposals in collaboration with the technical and logistic teams, the Head of Base and the Administrative /Finance Coordinator.  
  • Provide budget follow up (budget versus actuals), forecast and donor reports in coordination with the Finance Coordinator for those contracts under the emergency finance manager responsibility.  
  • Ensure that donor’s guidelines and procedures are followed and respected throughout the whole implementation period of each project and costs are eligible.  
  • Prepare Non-Cost Extension and Cost Extension for projects when needed.  
  • Lead in financial monitoring of the projects under the finance manager's responsibility, providing observations and/or findings.  
  • Validate the procurement requests and payment requests ensuring the correctness of the allocation and availability of funding. 

Objective 2:  Administration and contract management  

  • Make sure the formalities required by the local authorities are followed in all official documents at in collaboration with Finance Coordinator.  
  • Update the contract system (Gespra) with the economic data and relevant financial documents.  
  • Support the Finance Coordinator in revising agreements and MoUs with donors, partners and other stakeholders.  

Objective 3:  Financial management (Cash/Accounting)  

  • Adhere to and enforce the financial internal and donors budget guidelines, particularly regarding the cash management procedures.  
  • Ensure that information in the accounting system is up-to-date and accurate.  
  • Monitor the cash balances in the bank accounts, raising any deviation to the Finance Coordinator.  
  • Ensure that all payments have the appropriate codification and are paid within the due deadlines.  
  • Prepare monthly treasury forecast for the emergency contracts under the manager responsibility  
  • Analyze and follow-up of financial risks through financial management tools.  
  • Support the finance coordinator in updating and analyzing the cost coverage plan monthly using the financial and reporting tools.  

Objective 4:  Internal/External control systems/Archiving  

  • Support the finance team in Jerusalem in the preparation of all internal and external financial audits. Ensure that all supporting documents in the financial files are valid, completed and correctly organized. 
  • Carry out a revision on the supporting documents from the Oct 7th to ensure compliance with the donor’s guidelines and derogations.  
  • Ensure compliance with the internal guidelines regarding the risk of theft, armed robbery, corruption, embezzlement, errors, and losses. Commit to respect ACF internal rules and compliance with local authorities’ rules and regulations. 

Objective 5: Reporting  

  • Recommend financial related solutions/options on reporting concerns to Finance Coordinator or the management to consider.  
  • Assist Finance Coordinator on following the financial planning of the mission through the standard financial management tool (FMT, CCP, M1).  

PROFILE REQUIREMENTS: 

  • Bachelor or Master of Science in Accountancy, Financial Management or Administration or related area. 
  • Knowledge of financial procedures is compulsory. 
  • Knowledge of donor’s guidelines (ECHO, EU, UNICEF, GAC, OCHA, GFFO, etc.)  
  • Expertise in accounting and finance. 
  • Minimum of 5 years’ experience in finance, or administration departments  
  • Experience in dealing with major humanitarian donors, donor compliance issues, budget follow up and reporting. 
  • Experience in tax management. 
  • Experience in partners management. 
  • Previous working experience in NGO, knowledge of project cycle management, data protection and compliance. 
  • Good planning and monitoring skills are required. 
  • Excellent interpersonal, analytical and communications skills. 
  • Capacity to work autonomously in close coordination with the other ACF-E departments in the base. 
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment. 
  • Fluent spoken and written English, Arabic is a strong advantage.  
  • Computer skills in MS-Office (Word, PowerPoint and internet, command Excel) Good knowledge ERP accounting software environment (e.g. AGRESSO)  
  • Potentially to Gaza and WB if the context and security allows it  
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

COMPENSATION PACKAGE: 

ILS 147,348 gross/ year divided in 12 payments and based on experience. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.
