Finance and Administrative Officer
BACKGROUND
The Social and Economic Policies Monitor (Al Marsad) is a research, policy and advocacy civil society organization based in Ramallah, Palestine.
DESCRIPTION OF THE POSITION:
Main Duties:
Financial Management:
- Lead organizational and project budget development processes and develop systems to ensure activities are implemented in line with approved budgets
- Primarily responsible for preparing, analyzing, and reviewing financial reports and data, and develop and oversee implementation of plans to increase or decrease spending as needed
- Ensure that all income and expenditures are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and laws, and ensure that this information is properly entered into the accounting system
- Oversee the month-end close, provide and analyze accounting data and reports, ensure all funds are properly safeguarded, ensure accuracy of the information in the Association’s bank account, and manage the overall cash needs and forecasts of the organization
- Prepare all required financial reports, including monthly, quarterly and annual organizational reports and forecasts, all project/donor reports and financial correspondence
- Develop and maintain a system for tracking receivables, including pledges and commitments from individual, corporate and other contributors
- Maintain order, up-to-date accuracy, and security of all financial documents.
- Prepare monthly payroll, income tax sheets, and follow-up with authorities (MOF) relevant payments
- Preparing end of service financial remunerations for staff
Human Recourses:
- Manages all human resources related activities including recruitment, compensation, career development, performance measurement, training, and personnel affairs.
- Implement and manage in interviews, selections, and recruitments of employees to fill vacant positions to ensure that they align with current and future needs.
- Manages the new employee orientation to foster positive attitudes towards strategic goals.
- Create and maintain master HR files; ensure paperwork is complete and compliant with regulatory requirements and needs; complete periodic reconciliation of benefits and payroll records and rectify issues in a timely manner.
- Follow up on employees’ time attendance and report monthly time sheets.
- Co-ordinate for staff monthly meetings.
Financial Audit/Legal Compliance
- Lead in preparing for, facilitating, and responding to the external financial auditing activities including taking a leading role in any review on behalf of a donor or governmental organization
- Ensure financial compliance with organizational policies and procedures, donor requirements (including reporting deadlines), Palestinian law, promote compliance with international best practices by providing clear guidance to all staff, maintaining up-to-date knowledge of all applicable rules and regulations, and developing and monitoring systems to ensure all activities are implemented and documented in accordance with policies
Procurement
- Ensure compliance with the organization and donor’s procurement policies and procedures.
- Assist in the selection of appropriate suppliers, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and costing
- Draft service agreements to properly evaluate the performance of suppliers, and report on this on a regular basis.
- Allocate procurements to different projects and record them into the relevant accounting system.

QUALIFICATIONS:
- Bachelor’s Degree in Accounting is required;
- 7 years’ experience in NGO relevant experience in accounting and financial management in a responsible role required;
- Strong financial and analytical skills; ability to present complex financial details to non-financial staff
- Proficiency in designing financial policies and application of internal control measures, standards, procedures and techniques
- Training or willingness to get training in the field required
- Excellent written and oral communication skills in Arabic and English, including ability to work well as a part of a highly diverse team;
- Strong computer skills in Bisan Accounting System, Excel, MS Word, Power Point, databases, internet and email applications
- Ability to work with minimum supervision, under pressure, on time, with attention to detail
- Strong commitment to integrity, professionalism in handling sensitive information
