International Orthodox Christian Charities (IOCC) is an international non-governmental development and relief organisation, working worldwide to provide food, shelter, economic self-sufficiency, and hope. All assistance is provided on the basis of need alone. IOCC has been present in Jerusalem, West Bank and Gaza (JWBG) since 1997 providing assistance to vulnerable Palestinians and communities through various emergency relief and/or development programs.
IOCC is seeking highly skilled staff to be hired for the following position of an anticipated project entitled: Psychosocial Support (PSS) and Social Emotional Learning (SEL) to Children and Families in Gaza:
Finance and Procurement Assistant, Psychosocial Support (PSS) and Social Emotional Learning (SEL) to Children and Families in Gaza: One position, duration 5 months (approximately), renewable upon availability of funding.
Summary of the Position:
The Finance and Procurement Assistant will work under the direction of the Office Manager (OM), the Program Director (PD) – Gaza Field Office (GFO), and the Finance Manager (FM), in supporting IOCC Finance and procurement team and GFO team. The Finance and Procurement Assistant fundamentally keeps the day-to-day accounts accurately documented, and also leading the filling and archiving of financial data/documents of the GFO, partners and beneficiaries, as well as, tracks procurement processes for all tenders and price quotations submitted to IOCC-GFO, and take part in the tender opening session, committee decision and required field verification visits to vendors until reaching the payment request, Chain of Custody (CoC), official invoices and collection of deduction at source documents of vendors and suppliers.
Key Responsibilities:
These will include, but are not limited, to the following:
- Manage the office petty cash according to IOCC procedures while reporting to OM and SFO.
- Ensure the original Invoices, Receipts or contracts available upon payment.
- Track procurement process for all tenders submitted to IOCC GFO, and take part in the tender opening session, committee decision and required field verification visits to vendors until reaching the payment request, C.O.C., official invoices and deduction at source of each vendor.
- Execute all procurements, purchases and services related to office supplies and stationery from relevant vendors, pay bills, and call specialists/technicians to repair/ or office maintenance.
- Check office supply and goods if received in a good condition and attached proper invoices as assigned or required.
- Record all transactions in the cash books, making sure that all the transactions have the corresponding right budget code (project & account).
- Make sure all transactions have the supporting documents and approvals, and are scanned and shared both soft and hard copies with IOCC-JWBG.
- Coordinate and monitor the bank payments of beneficiaries.
- Prepare payment vouchers, receipts etc. (according to IOCC rules and regulations).
- Tracking IOCC assets and its value, and maintaining up-to-date GFO assets inventory list.
- Tracking lease extension and termination for GFO agreements.
- Process in any labor or cash payments, with its all-related supporting documents.
- Prepare monthly lists of accounts payable and accounts receivables, office rent, telephone, miscellaneous required missions, etc.
- Commitment to offer more volunteer time dedicated for the work purposes, if needed.
- Perform other duties as assigned or required.

Knowledge and Skills: Good knowledge of keeping financial and office records; Managing data base; Good knowledge of budgeting and financial reporting; basic computer skills; inter-personal communication skills; advanced written communication; fluency in English and Arabic.

Education: Bachelor degree in Finance or Economics from a recognized university.
Experience: A minimum of five years experience is preferred, working in international/local development or financial institutions, preferably in country of assignment; focusing on finance and administrative work.
