Description of The Required Service Provision

 

RTP plans to contract a short term finance consultant at Gaza office  to support in data entry, processing transactions in finance software, prepare projection for locations, review daily expenses log in the field, follow up on operational and program expenses in the field, issue checks, ensure that all transactions and supporting documents are complete and properly filed, pay visits to the partners on a regular basis.

 

The consultant shall perform the following tasks (but not limited to) among others:

 

Financial Accounting and Administration

• Imports and Records all financial transactions into the ERP system.
• Reconciling account balances.
• Ensures that all documents are complete with the appropriate supporting documents, reviewed and approved before processing the payment.
• Performs three-way match in comparing invoice with purchase order and
• goods received note before processing any payment.
• Ensures that all payments are prepared and processed on time.
• Timely review of the field Activity Financial Reports (verifying the coding, arithmetical accuracy, documentation, authorization) and subsequent feedback to ensure timely submission to Finance Manager
• Oversees the management of petty cash in the country including bookkeeping.
• Verifies partner supporting documents and support in field visits recommended by the FM.
• Assist in the verification of purchase requests submitted
• Assist in the verification of procurement bid analysis
• Assists the Project Officer in reviewing monthly projection.
• Ensures all financial files are complete and up to date
• Provides Administrative support to the project team in the project location

Timeline of the Assignment

• The consultancy will start from October 1st 2022 until 30th March 2023 ( 6 months)
• LOE requested for this consultancy not to exceed 130 working days noting that each working day consist of 8 working hours

 

Experience required

• Minimum two years of experience in accounting or directly related areas.
• Proficiency in use of Microsoft applications, including Excel and Word
• Good skill at using financial software applications
• Skilled in maintaining documentation
• Good written and oral communication skills
• Good knowledge of accounting practice, policies and procedures

 Payment    

• Right To Play will pay the consultant on a monthly basis based on actual hours worked during the period, after submitting a monthly timesheet and  the approval of the direct supervisor.
• This consultancy contract is subject to the Palestinian income tax law.
• Payment is subject to RTP approval of the submitted tasks .

Liability

• The first party: RTP as the responsible body for the project
• The second party (service provider) is not an RTP employee and has no benefits.
