Background:
The Norwegian Refugee Council (NRC) re-established its presence in the Occupied Palestinian Territory (oPt) in January 2009 and is mainly developing programme activities in the sectors of shelter, education, food distribution and the provision of information, counselling and legal assistance (ICLA). The long-term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt. NRC has offices in Jerusalem, Ramallah, Hebron, and Gaza.
NRC is seeking a Finance Coordinator, who will assist the Finance and Administration Manager with Financial Management in NRC, oPt.

Overall responsibility:

The Finance Coordinator is responsible for assisting the programme department in NRC with the rules and regulations of NRC’s donors, assisting with donor budgeting monitoring the performance of financial agreements with donors, and reporting to donors. He/ she will be responsible directly to the Finance and Administration Manager of NRC oPt and will be supervising the Finance Unit .

Main Duties:
-Responsible for studying and fully understanding all NRC’s Financial, Administration, and Logistics policies and procedures and ensuring the correct implementation of policies and procedures by NRC, oPt.
-Responsible for studying as well as implementing NRC’s donor’s rules and regulations.
-Responsible for studying as well as implementing the laws, especially within tax and labour laws, in Israel, West Bank, and Gaza.
-Get a good understanding of the NRC projects in oPt and the Implementing Partners’ role in the projects.
-Support the Programme units in preparation of new proposals and budgets.
-Monitor the allocation of costs on projects and account before the transactions are entered into the accounting system.
-Approve the monthly Balance Reconciliation Report and Project Summary with cash forecasts prepared by the accountant.
-Follow up on the purchase tracking sheet to make sure that all invoices have been paid.
-Monitor that the cash and bank reconciliation has taken place.
-Coordinating the budget monitoring with Project Managers and approve the reallocation of costs.
-Prepare financial reports to donors in close corporation with the Project Managers and the Finance and Administration Manager.
-Check all contracts for financial information and ensure that agreements with Implementing Partners are aligned with reporting requirements with the donors and up on the timely reporting from Implementing Partners.
-Coordinate audits in oPt including donor auditors.
-Supervise the finance staff in Jerusalem and act as a focal point for finance staff in other field offices (Gaza, Ramallah, Hebron, and International).
-Ensure updated signatory lists for NRC bank accounts and allocation of authorization rights for NRC staff.
-In close coorperation with the Compliance Coordinator, perform financial training for NRC programme and financial staff, and Implementing Partners.
-Be responsible for the maintenance of the Financial Handbook for NRC, oPt.

SKILLS AND QUALIFICATIONS REQUIRED
-An excellent understanding of the financial system and programmatic issues are essential
-At least 4 years previous work experience with a satisfactory performance in the same or similar functional area, preferably with a UN agency or international NGO;
-A Master Degree in Accounting or equivalent;
-Strong organisational and logistics skills;
-Excellent knowledge of Microsoft Office, especially Excel and Word;
-Good reporting skills;
-Fluency in written and spoken English, Arabic, and Hebrew;
-Ability to work additional hours if and when required;
-Preferably Jerusalem Residence ID.
