The Finance Coordinator is responsible for oversight and ensuring compliance and development of all financial and accounting systems and processes. The Finance coordinator ensures that all project budgets are successfully managed and provides financial support as required. The Finance Coordinator is responsible for training and mentoring staff on the relevant policies and procedures, new systems, and financial best practices is expected, as well as working closely with the Finance consultant/manager and UK-based personnel to ensure compliance with all donor regulations and effective and proactive management.

Accountabilities:

 Accounting and Finance Management

  • Promote and encourage a culture of compliance and ethics throughout AFH.
  • As applicable maintain a clear understanding of AFH and donor compliance and ethics standards and adhere to those standards.
  • Fulfil other duties and responsibilities as may be reasonably assigned by the Office Manager.
  • Prepare the projects’ financial reports required by the office manager, finance consultant, head of programmes, HQ and other stakeholders.
  • Lead the new budgeting process and budget revisions in coordination with Programmes and other departments.
  • Be responsible for the weekly and monthly financial reporting by internal and external deadlines, engage with the HQ accordingly.
  • Ensure the adherence to the reporting deadlines to different stakeholders.
  • Ensure the month-end and year-end procedures required by the HQ. Maintain a list of the month and year end procedures including but not limited to the reconciliation of the banks, cash on hand, accounts receivable and accounts payable.
  • Manage and follow up with the bank/cash payments, ensure the related procedures are followed and well-documented.
  • Maintain the updated risk matrix for finance, ensure the implementation of the risk mitigation measures.
  • Book-keeping: ensure all financial transactions are well-recorded in the financial system based on the Generally Accepted Accounting Principles (GAAP) and the applied policies and procedures.
  • Manage the closing of the fiscal year and the preparation of the financial statements like balance sheet, income statement and cash flow statements.
  • Prepare the Budget vs Actual (BVA) report for projects, lead the projects’ BVA meetings with the related departments, ensure the projects’ implementation are in line with the plans. Identifies any deviations and suggest the corrective and timely actions. Ensures the establishment of proactive alerting system in case of any deviations.
  • Ensure the eligibility of the expenditures, avoid the unallowable costs.
  • Manage the budget controlling within the project period, ensure the expenditures of the projects are eligible to avoid and disallowance of the costs.
  • Ensure the bast practices in finance.
  • Ensure the implementation of an effective internal control system to increase the ability of the timely detection of the errors and fraud.
  • Ensure the implementation of a fair allocation methodology of the shared costs among projects.
  • Supervise the archiving system, ensure the completeness and the safe storage of the supporting documents both hard and soft copies.

Administration, HR, and Logistics

  •  Review all procurement and HR transactions to ensure adequate supporting documentation to ensure internal control over payments.
  • Interface with country of implementation government and relevant agencies as required.

Communication, Training, and Capacity Building

  •  Be responsible for all training of finance and HR staff in the country offices. 
  • Train program and logistics team to increase their capacity to increase responsibilities and ensure sustainability of projects.
  • Establish an annual plan for professional development country offices team.

Compliance, Ethic and Prevention of Sexual Exploitation and Abuse

  •  Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within AFH and its beneficiaries.
  • Responsible for interaction with internal and external audit, ensure the completeness of the information and supporting documents provided to the auditors, answers any queries raised during the audit. Follow up with other department for the audit findings and recommendations.
  • Ensure the compliance with the applied policies and procedures in addition to the local laws and regulations.

Job Requirements

Qualifications and Education Requirements:

Bsc degree in accounting, finance management, any other relevant qualification.

General Work Experience:

  • Minimum of seven (5) years of experience in finance and operations in an NGO, private, or donor environment.
  • Extensive experience in financial and operational management.
  • Extensive experience working with computerised accounting and administration systems.
  • Knowledge of NGO financial policies and procedures is desirable.
  • Experience in developing and managing financial procedures and policies.

Skills:

  • Strong writing and presentation skills.
  • Strong negotiation, interpersonal, and organisation skills.
  • Ability to effectively present information and respond appropriately to questions from senior managers, counterparts, senior government.
    Languages:
    • Strong written and spoken English    • Strong written and spoken Arabic

Work Environment:

70% office based

30% Field visits / events / work trips / meetings etc.,
