Finance Coordinator
The purpose of a Coordinator position is to Lead NRC Palestine Budgeting work. The following is a brief description of the role:
Specific responsibilities:
- Lead the budget work in WB/JRS office and technically supervise of the budget matters in Gaza office.
- Be the focal point with the regional advisor in MERO for all budget matters.
- Support the finance manager in creating new projects in Agresso accounting system.
- Cooperate the preparation of multi-area budgets and financial reports.
- Responsible for updating budget and reporting rate in Agresso , and making sure exchange rate is updated on a monthly basis for GRMs.
- Ensure that all project’s budgets are transferred from draft to approved.
- In coordination with the FM, hold monthly meetings with PDMs, HOP and CD to review financial reports.
- Review all the donor financial reports from all the areas to ensure compliance with NRC and donor guidelines.
- Review all donor budgets from all the areas to ensure compliance with NRC and donor guidelines.
- Train the finance and program staff on budgeting, reporting and donor regulations. Take the lead in identifying changes to donor regulations, and provide guidance and organize trainings
- Undertake any other reasonable task assigned by management.
- Cooperate with WB/JRS and Gaza offices to update the BvAs on monthly bases.
- Responsible for BvAs at grant level and focal point for budget monitoring for GRMs.
- Responsible for CO, regional and Oslo cost allocation and BvAs.
- Responsible for PR & POs finance verification according to the authorization table.
- Responsible for Consultancy contracts Finance Verification, bid analysis revisions, and bid committee meetings.

Qualifications
Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
- Experience from working as a Finance Coordinator in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Previous experience working on main donors.
- Good command of English and Arabic, both written and verbal
Context/ Specific skills, knowledge and experience:
- Knowledge of the Palestinian and Israeli financial laws.
- Knowledge of Hebrew language is preferred.
- Excellent knowledge of excel and functions.
