Job Description
DanChurchAid (DCA) was established in 1922 and is today one of the major Danish humanitarian non-governmental organisations working to assist the poorest of the poor. DCA has offices in 12 countries, projects worldwide and about 150 staff in HQ in Copenhagen. DCA has an office in Jerusalem to cover the Middle East area. The candidate for this job will be hired through this office but stationed to work in Libya.

DCA invites applications for a position of Finance Manager to be based at the DanChurchAid office in Libya, Middle East. Main tasks:

1-Full time, one year renewable contract.
2-Duty Station : Tripoli, Libya
3-Starting date : Immediate (ASAP)

-Financial monitoring of projects and programs in cooperation with Program Officers, incl. monitoring visits.
-Quality assurance of partner project budget and reports and follow up on overall budgets.
-Coordination with DanChurchAid regional office in Jerusalem/ Middle East.
-Capacity building of partner civil society organisations on financial / administrative management, procedures, reporting
-Ensure compliancy with donor rules and regulations
-Overview and coordination of development and relief project budgets.
-Assessment of financial and administrative capacity of partners, assist in identifying training needs and development potential.
-Undertake financial capacity training of partners.
-Supervisor of four finance officers.
-Responsible for setting up all finance and administration procedures with DCA Palestine in compliance with DCA HQ policy
-One year contract with possibility of extension.
-Participation in internal project approval procedures.
-The job involves a lot of travelling across Libya.
-Implementation of donor’s financial requirements in project administration.

Key qualifications and Skills:

-Minimum of a Bachelor degree in finance or accounting is required. Master degree is preferable.
-Minimum of 5 years of relevant work experience.
-Experienced in working with non-governmental organizations (partners) with financial planning and monitoring of development and relief projects.
-Good Management Skills.
-Familiar with participatory methods.
-Excellent command of English.
-Excellent computer skills.
-Arab speaker a plus

Working hours are 40 hours per week with 4 weeks of paid annual leave.
