Summary of Position:

Under the supervision of the Finance and Compliance Director, The Finance Manager will oversee the financial aspects of the Partnerships with Youth program, and will ensure that the financial systems are compatible with standard accounting practices and follow IREX and USAID policies, procedures and regulations.

Specific duties include, but are not limited to the following: 
-Work closely with the Finance and Compliance Director in the overall financial management of the contract and of sub-grants and track program expenditure.
-Be responsible for the program’s overall financial management, ensuring strict adherence to IREX policies and procedures and USAID rules and regulations. 
-Ensure that incurred costs are allowable, allocable and reasonable in accordance with USAID cost principles and IREX policies and procedures.
-As requested by the Finance and Compliance Director, review accurate, complete and timely financial reporting, including monthly accrual/projection spreadsheets, and ensure timely submission the Finance and Compliance Director.
-Review the internal control systems to ensure that appropriate mechanisms, procedures, and systems are in place. Ensure proper safeguards of funds and compliance with established USAID and IREX financial and accounting procedures.
-Plan and perform internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash. Review bank reconciliations and reconciliation of petty cash imprest fund report at time of replenishment.
-Review and submission of all tax withholdings (payroll income tax, deduction at source) and corresponding reports (VAT reports) to relevant parties. 
-Perform other duties as required or assigned.


Qualifications:
-Minimum 5 years working with NGOs as a senior accountant or finance manager, preferably with USAID experience.
-Budgeting and budget tracking skills, as well as financial management skills.
-University degree in a finance/accounting related field.
-Excellent written and verbal English language skills.

-Occasional travel within the West Bank if needed.
