This position is dependent upon funding and the donor’s approval of the proposed Finance Manager. Mercy Corps anticipates a program start date of January 2016. The applicant must be willing to commit to an assignment of five years.
PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps West Bank and Gaza has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories with a large presence in Gaza. The Mercy Corps Finance Department is responsible for all financial functions in Gaza, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
GENERAL POSITION SUMMARY:
The Finance Manager leads the Mercy Corps Gaza Envision 2020 finance team, and as such is responsible for all aspects of financial management of the program, working collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. S/he works under the direction of the Chief of Party and is responsible for all financial functions in Gaza for the program, including accounting, payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance. The Finance Manager, in support of the Program Department, provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
ESSENTIAL JOB FUNCTIONS:
Strategy and Vision
-Recognize opportunities for innovative action and create an environment of empowerment.

Representation
-Interface with USAID and other donor representatives to convey information about programs as appropriate.
-Communicate with our partners, as well as subgrantees to verify their systems and that they understand and follow all appropriate procedures.
-Participate in sharing best practices with partner and subgranted NGOs.
Team Management
-Hire, train and supervise Mercy Corps finance staff.
Operations – Financial
-Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
-Review and post daily transactions into Navigator, including end of month requirements, Bank reconciliations, uploading payroll and other big journal entries on a monthly basis.
-Implement systems for financial operations in Gaza country office in accordance with the Mercy Corps Field Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, and compliance.
-Coordinate with Jerusalem office on cash transfers, reporting and monthly expenditure and cash projections.
-Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs.
-Review sub grantee reporting for all non-USG grants and assist with the review of USG grants as may be requested.
-Provide monthly management reports to the Mission Director, Chief of Party and Program Managers, including expenditures by cost center/project, sub-grantee reporting and other financial information, in a timely and accurate manner.
-Assist with the development of annual fiscal year budgets and develop and implement grant budgeting and forecasting systems with Program Managers.
-Perform internal audits and reviews as required to ensure compliance with Mercy Corps and donor requirements.
-Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train Mercy Corps program and partner staff in these policies.
-Review and monitor non-PCAP partners’ financial reporting and compliance. Provide additional technical assistance to partners as necessary to maintain high standards of compliance.
-Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters.
-Analyze compensation packages, taxation requirements and human resource policies for local staff to ensure that Mercy Corps’ has adequately accounted for the financial impact of local staff compensation and benefits.
-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
-Other duties as assigned.

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

ACCOUNTABILITY:
SUPERVISORY RESPONSIBILITY: All Finance Department staff in Gaza
REPORTS DIRECTLY TO: Chief of Party
WORKS DIRECTLY WITH: HQ Regional Finance Officer (with authority for technical financial matters), members of Operations, Program Managers, TSU team members, and partners and subgrantees.
KNOWLEDGE AND EXPERIENCE:
-Four or more years of progressive financial management experience in a supervisory role is required.
-Master Degree in accounting or finance is required.
-Four years experience in grants management as well as an excellent understanding of USAID regulations is required.
-Three years international experience is required; international NGO field office experience is preferred.
-Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
-Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
-Advanced computer skills in MS Office programs, particularly Excel.
-Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
-Excellent oral and written English skills are required.
-Previous work experience in Gaza required
-Previous experience in gender integration is considered advantageous

The successful candidate will have the ability to interact effectively with international and national personnel both in a managerial as well as training capacity and will be able to support programmatic objectives with timely and meaningful financial information. S/he will have demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities, and will have an impeccable professional standard of finance, procurement, and personal ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The successful candidate will consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances. S/he will treat people with respect and dignity and demonstrate an awareness of his/her own strengths and development needs. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations. The Finance Manager must be willing to travel regularly to Mercy Corps field offices and project sites throughout the West Bank and Gaza.
LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:
This position is unaccompanied and will be based in Gaza. Frequent travel will be required to project sites in Gaza with regular travel to Jerusalem and occasional travel to the West Bank. Strict adherence to Mercy Corps security policies and procedures will be required as will respect for local cultural norms and traditions.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Staff are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
