Reports To: NDC Director
Location : NDC Main Office – Al Ram
Objective of Position:
Foster professional financial and management practices, including performance-based results system. Provide prompt and effective services to NDC targeted organizations. Promote a positive image of NDC.
General Duties :
-Overall NDC Management Role:Assist the NDC Director in developing and implementing NDC policies, procedures and systems. Undertake any duties requested by the Director. Participate in different committees and studies related to his department.
-Plan: Recommend department long-range plans designed to meet NDC goals with budget required; accomplish work within the approved budget.
-Organize: Maintain necessary communication and ensure good relations with appropriate external bodies and other departments. Ensure availability and make most efficient use of human resources, supplies and equipment.
-Lead: Delegate authority and set goals. Manage and direct the overall activities of the Department to achieve goals. Make work assignments to staff according to skills and job responsibilities.
-Control: Monitor the performance of the Finance department, ensuring the quality of work and conformance with standards, rules & regulations. Prepare and present reports for the information of the Director. Monitor performance of staff through regular meetings and work review.
-Staff Development:Manage by results, encouraging staff to achieve personal and professional goals. Identify training needs. Recommend annual staff raise according to performance.
Specific Duties :
-Engage in the development and execution of NDC’s strategic planning process.
-Planning, Budgeting and Reporting: identifies desirable capital improvement and development projects to improve the work efficiency and effectiveness. Participate and oversee the preparation of budgets for new projects and programs Develop, implement, prepare and analyze management reports to track the department performance. Prepare quarterly, semi-annual and annual financial reports to management and donors.
-Financial Management: Develop, prepare and follow up the implementation of NDC cash flow. Ensure maintaining adequate liquidity taking into consideration provisions for emergencies. Act as NDC representative with banks, insurance companies and agencies. Study, analyze and recommend the best ways to invest the NDC funds, and revenue enhancement. Coordinate with internal and external auditors in auditing NDC’s transactions and financial statements.
-Planning & Financial Analysis: Develop and implement financial indicators. Supervise the preparation of NDC budget according to the approved procedures, and verify its compliance with NDC strategy and goals. Prepare financial reports and statements and ensure its accuracy to indicate the NDC growth and sustainability. Audit all contracts and obligations before singing to evaluate its financial impact on NDC and give his recommendations
-Accounting: Develop, implement and maintain financial policies and procedures based on internal control concept, and ensure the implementation of the GAAP and the accrual base in building the accounting tree, calcifying, direct, recording, preparing interim reports and the end of period financial statements.
-Record-Keeping: Ensure that the staff records are kept in an orderly and effective fashion.
-Actively participate in the review of all contracts and other legal documents. This includes close interaction with legal advisor on all issues pertaining to NDC financial affairs.
-Maintain and supervise the implementation of fiduciary requirements for grants and contracts.
-Review the procurement procedures with the procurement specialist and review the bids documents and approve all requests before sending it to suppliers.
-Provide needed management and logistical support to other departments.
-Ensure information systems, processes and technologies are in place to provide timely and accurate financial and operational reporting

external auditors and banks
Qualifications:
-Bachelor degree in Finance or Accounting. Professional degrees such as CPA, ACCA are required.
-7 years of experience in related function, 3 years of which in a leading position
-Advanced computer skills in MS office as well as the accounting packages (Bisan System)
-Professional Reporting skills
-Excellent command of English and Arabic languages
