The Mercy Corps Finance Department is responsible for all financial functions in Palestine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary

Working in the Finance Department under the supervision of the Finance Director. The Finance Manager is responsible for all financial functions in Gaza, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.

Essential Job Responsibilities

Supervise finance team in Gaza.

Provide financial review of purchase requests, purchase orders, contracts and payment requests to ensure compliance with Mercy Corps policies and procedures and project budgets and ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services as per AAM.

Review the monthly payroll for Gaza that is prepared by Sr. Finance Officer.

Prepare monthly BVAs reports for effective programs.

Follow up with financial commitments with program managers.

Ensure efficient and timely coordination with Jerusalem Finance Team.

Review journals and upload data to the general ledger.

Prepare monthly closing journal entries and re-classes related to Gaza office.

Post and maintain filing of payments and monthly journal entries in Gaza.

Assist JR Finance Manage with the month end accounting close process. Ensuring the accuracy and completeness of the ledger, general journals and all supporting documentation in Gaza office.

Prepare month end balance sheet accounts reconciliations for Gaza accounts.

Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.

Monitor cash and bank balances and coordinate monthly cash projections.

Other Duties:
  • Assist in the training and support of the finance officers in field offices, including answering daily questions, training new hires, making field visits, etc.
  • Ensure all staff are fully aware of donor and internal regulations.
  • Lead process of responding to audit requirements.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties assigned by the Finance Director, as needed.

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations, and provide constructive feedback via regular performance reviews.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.

  • Ensure compliance with security procedures and policies as determined by country
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Accountability

Reports Directly To: Finance Director

Works Directly With: Country Finance and Compliance Team, Operations team members, Program Managers, and others.

Knowledge and Experience

  • Five years or more of Financial and Grants Management experience is required.
  • A university degree in accounting or finance is required.
  • Three years or more in the Finance Department of an international NGO is preferred.
  • Demonstrated competency with computerized general ledger software.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English and Arabic skills.

Success Factors

The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The Finance Manager must be willing to travel to Mercy Corps field offices and project sites.
