Finance Manager
Job Description
Position Summary:
The Finance Manager will lead and optimize the project's financial strategies. The Finance Manager will also oversee financial operations, implement budgeting initiatives, drive strategic financial planning, and collaborate seamlessly across departments. The Finance Manager will supervise the Project Accountant and report to the Deputy Chief of Party (DCOP).
Responsibilities:
- Oversee financial management of the program, including submission of monthly financial budget forecast and cash flow projections for the project expenses, monthly and quarterly reporting, monthly submission of financial records to Headquarters (HQ), systems strengthening, operating budget tracking/obligation oversight, and adherence to audit/financial procedures.
- Facilitate and oversee monthly and annual and program budgeting projection meetings, in coordination with other departments and the DCOP.
- Monitor project budgets and deliver variance report to the HQ.
- Oversee and maintain comprehensive files with all relevant documentation related to finance, and ensure compliance at all levels of implementation with relevant USAID rules and regulations.
- Ensure that all financial books and records are properly in accordance with the HQ policy and the best practices as needed.
- Supervise and participate in the closing and preparation of monthly QuickBooks data files and expense report, and make sure that these are sent to MSI HQ in accordance with the reporting schedule provided by the HQ.
- Review all accounting transactions, e.g., payroll, grants, final payments, travel claims, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, administrative instructions, and practices.
- Serve as Approving Officer for disbursements up to an authorized level, and provide guidance and training to colleagues as required.
- Ensure processing of payments to suppliers/subcontractors, grantees and vendors for goods and services following completion of contractual responsibilities and deliverables.
- Oversee bank reconciliation statements for all funds in foreign and local currencies.
- Serve as contact in communication with the MSI HQ as needed.
- Perform other duties as assigned by the supervisor.

Job Requirements
Qualifications:
- Bachelor's degree in finance, accounting, business administration or a related field is required.
- Minimum seven years of progressively responsible experience in financial management with demonstrated supervisory skills required.
- Experience in financial management on USAID-funded contracts of a similar size.
- Knowledge of USAID accounting and financial management rules and regulations.
- Fluency in Arabic and English required.
