The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, and emergency food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs

The Finance Officer maternity replacement position is to assist in the day to day implementation of the Education Program functions in the West Bank and East Jerusalem Area. The position duration is 9 months.
 
Roles and responsibilities

The purpose of the Finance Officer maternity replacement position is to manage the accountancy of the West bank office and to assist the Finance Coordinator in preparing Budget Expenditure follow up and Report drafting of the donors

Generic responsibilities

-    Contribute to the understanding of all NRC’s Financial, Administration, and Logistics policies and procedures and ensuring the correct implementation of policies and procedures by NRC, oPt
-    Ensure that NRC’s donor’s financial rules and regulations are adhered
-    Contribute to the understanding of the NRC projects in West bank office, and the reporting deadlines
-    Draft financial reports to donors in close corporation with the Finance Coordinator
-    Contribute to the registration of transactions (posting) of West bank office into the Agresso computerized accounting system
-    Carry Out any other tasks requested by Finance Coordinator
 
Specific responsibilities

-    Preparing the post backs of Salaries for West bank office
-    Posting all transactions for West bank office
-    contribute to Cash count and bank reconciliations on Monthly Basis for west bank office
-    contribute to Drafting budget monitoring reports on a monthly basis
-    Assisting the Finance Coordinator in donor Project audit.
-    contribute to  reallocations posting of West Bank office
-    Assist the Finance Assistant when needed.
-    Assisting the Finance Coordinator in Following up on donor reporting deadlines.
-    ensure Checking the Supporting documents of West Bank office
 
Professional competencies
 
Generic professional competencies:

-    Experience from working as Finance Officer in a humanitarian/recovery context
-    Previous experience from working in complex and volatile contexts
-    Documented results related to the position’s responsibilities
-     Very good knowledge of Microsoft Office, especially Excel and Word
 
Context/ Specific skills, knowledge and experience:
 
-    Highly approachable, trustworthy and confidential
-    Native Arabic skills and very good knowledge of English language
-    Knowledge of the context of Palestine’s labor law
