Finance Officer
Description
The Finance Officer will work in coordination with the Head of Operations and Finance to implement and oversee smooth and effective financial and operational systems and procedures in compliance with FCDO and Tetra Tech rules and regulations. The Finance Officer will work with SSRP leadership, Project Manager and Tetra Tech home office to ensure that robust financial reporting, budgeting, expenditures and forecasting are effectively and efficiently implemented.
The expected level of effort for this position is 60%, around 3 days a week on a flexible schedule.

Key responsibilities
- Maintain accounting and finance in accordance with donor regulations and Tetra Tech corporate policies and monitor project accounts.
- Ensure project expenditures are within established budget parameters and confirm completion of corresponding documentation. Tracking the transfer of funds between the headquarters office and field office.
- Support the senior management and home office in preparing monthly and/or quarterly budget forecasting. Will regularly maintain contact with the project’s technical team to solicit feedback on programmatic planning.
- Responsible for preparation of monthly, quarterly, and annual financial reports as required by Tetra Tech and the client.
- Liaise with FCDO on issues related to financial reporting and other financial contractual obligations as per FCDO requirements and support home office completion of diverse reporting requirements.
- Coordinate with the Head of Operations and Finance and manage all vendor and supplier accounts including invoices, journal entries, and account reconciliations. Ensure that all vendor invoices are processed in a timely manner.
- Manage the preparation of checks, receipts, and journal entries.
- Conduct periodic internal inspections for finance and accounting and inventory management.
- Supervise daily financial operations of the contract including cash flow management, time sheet recording, and daily monitoring of obligations, budgets, and expenditures.
- Review and track bank and petty cash balances. Prepare and submit monthly and ad-hoc funds request forms as required per Tetra Tech’s policies to ensure sufficient liquidity while minimizing cash-on-hand.
- Coordinate with local authorities on issues related to income tax and Labor Law.
- Work directly with local vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.
- Maintain inventory control system. Facilitate annual inventory reconciliation in coordination with the project leadership and Home Office contracts personnel on contract anniversary date.
- Support audits conducted by the home office and FCDO. Assist local subcontractors in audit or compliance reviews. In close consultation with the Head of Operations and Finance, serve as the field office point person in all audits.

General requirements
- Minimum Bachelors’ degree required in accounting or a relevant field.
- A minimum of 5 years of experience in accounting with at least 3 years within the International Non-Governmental Organizations (NGO) sector.
- Proficiency in Excel and other relevant accounting software.
- Excellent organizational skills and ability to work in a fast-paced environment.
- Ability to prioritize and manage multiple tasks simultaneously.
- Experience working donor-funded programs is a plus.
- Strong attention to details and high degree of integrity, accountability, and flexibility.
- Fluency in English and Arabic is required.
