Finance Officer – Maternity Replacement

Première Urgence Internationale is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002. 

PUI is operating in the West Bank, including East Jerusalemand Gaza Strip. The organization is working in different fields such as shelter, Food security and livelihoods, Agriculture, Heritage, Economic recovery and Cultural Heritage.

PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.

MAIN Objective

By delegation of the Finance & Administrative Coordinator (FAC), the Finance Officer contributes to the good financial accounting management for the mission.

Main duties :

  • Financial & Accounting follow up, petty cash management, invoice management and tracking, suppliers’ payments.
  • Check that all invoices are exempted from VAT are well stamped
  • Ensure that all invoices provided are compliant with the administration requirements (key invoice data and corresponding translation) and are given with a receipt of the payment.
  • Maintain overall budget control, monitor cash flows and expenditures.
  • Review the bookkeeping process and be sure that all books are cleaned and correct before closing the month.
  • Maintain monthly closing.
  • Doing the required reallocation between projects, lines and bases as requested by the FAC.
  • To check that all purchase files have the key elements such as PO, contract, DN, and the source at deduction.
  • Provide analysis and required reports to the FAC and other senior management.
  • Ensure that financial management routines and systems are in place, and that practices and standards are adhered to in accordance with the requirements of PUI, donors, auditors and authorities.
  • Assisting the Finance Coordinator in donor project audit.
  • Maintain a particular responsibility towards transparency and accountability.
  • Follow up the sub grants. (Review partner expenditure reports, supporting documentation, and other evidence to ensure they comply with the terms of the grant agreement).
  • Ensure timely payments of beneficiaries and payments related to office functioning.
  • Ensure the respect of the security rules related to the safety.
  • Maintain good filing system for the accounting files

Job Requirements

Knowledge and experiences:

Mandatory requirements

  • Language skills: Fluent in Arabic and English
  • Education degree: University degree in Finance or Accounting
  • Work experience: Minimum 3 years of experience in a similar position (preferred in INGOs)
  • Knowledge and skills:
    • Good analytical and writing skills
    • Good management capacities and team leadership spirit
  • Computer skills:
    • Good knowledge of the MS office software including Word, Outlook
    • Excellent in Excel
  • Other:
  • Good skills in reports and contracts redaction
  • Good knowledge of institutional donor (ECHO, CDCS, BC, AFD, OCHA, etc.) procedures and financial guidelines.
  • Knowledge of humanitarian actors
  • Good management and pedagogical skills
  • Excellent communication and diplomacy skills to manage relationship in potentially tense situations
