Project Summary:
Creative Associates seeks a Finance Officer for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.
Position Summary:
The Gaza-based Finance Officer will assist the Sr. Finance Manager in Ramallah in developing and managing the project’s financial systems. The incumbent will work under the supervision of the Sr. Finance Manager. S/he will provide support in all financial management and reporting related matters thus ensuring sufficient funds are available for effective and efficient implementation of project activities. S/he will be responsible for proper tax withholding and timely reporting to all stakeholders. In addition, S/he will assist the Sr. Finance Manager in reviewing grants budgets and conducting pre-award assessments of potential grantees.
Reporting & Supervision: The incumbent reports to the Sr. Finance Manager in the Filed Office in Ramallah.
Primary Responsibilities:
- Responsible for daily accounting and financial management functions and ensures they are performed in compliance with the partner’s policies and procedures.
- Responsible for the verification of procurement and grants documentation thus ensuring compliance with internal and partner’s financial management guidelines.
- Ensures that all accounting data is updated, reconciled, and fully supported with backup documents.
- Assists in conducting pre-award assessment of potential grantees before award/s.
- Assists in finalizing monthly and other periodic financial reports to Home Office.
- Assists in reviewing grants’ budgets submitted by potential grantees.
- Prepares monthly budget versus actual analysis and report variances to the Sr. Finance Manager.
- Ensures proper tax withholding and timely reporting to the government and other stakeholders.
- Tracks and reconciles advances issued to staff and report any pending issues to the Sr. Finance Manager.
- Undertakes other related tasks assigned by the Sr. Finance Manager.

Required Skills & Qualifications:
- Bachelor’s degree in accounting or a related field.
- At least 4 years of experience in accounting and finance.
- At least 2 years of experience in accounting and finance work with USAID.
- Proficiency in using Microsoft office software: MS Word, Excel, PowerPoint, Outlook.
- Working knowledge of oral and written English.
Desired Skills & Qualifications:
- Prior experience using accounting software and web-based financial management systems.
- Proven strong analytical skills.
- Proven ability in establishing and maintaining effective relationships with project staff, bank officials, and the development community.
- Proven experience working in a conflict environment.
