Finance Officer

Job Description
Business Alliance HR is recruiting a Finance Officer for a regional development NGO located in Ramallah, Palestine.
 
Essential Duties and Responsibilities:
 
1. Daily and Monthly Financial Operations:
  • Review all the accounting entries for the monthly closing.
  • Reconcile intercompany balances with the other offices and other sets of financial books monthly.
  • Ensures monthly GL, balance sheet, and income statement reconciliations are completed on a timely basis.
  • Ensure compliance with the organization, Donor policies, and local laws when performing financial functions.

2. Payment Preparation and Bank Reconciliation:

  • Review all submitted payment requests, expense payments, submission of checks, and bank transfers based on appropriate expense documentation.
  • Maintain an expense allocation table to ensure appropriate assignment of indirect costs and restricted funds.
  • Support in making requests for transfers and payment orders locally, regionally, and internationally.
  • Monitor bank account balances, prepare bank reconciliations to ensure adequate funds on hand, and reconcile the office credit card.
  • Develop relationships with the national income tax authority and the organization’s bank representatives to ensure smooth processing of the organization's financial transactions and tax clearance.

3. Support in Budgeting, Financial Report Preparation, and Audit:

  • Coordinate with the Senior Financial & Operations Manager to perform annual financial donor audits.
  • Maintain the financial calendar with all dates of reporting needed for statutory purposes, for donors.
  • Assist in the preparations of the new donor budget.
  • Assist the Senior Financial & Operations Manager in generating quarterly and monthly reports, variance analysis, forecasts, project spending, and any other reports as required.

4. Other relevant duties:

  • Conduct random cash counts to ensure an appropriate physical count and control over petty cash.
  • Review and supervise the annual inventory physical count and review depreciation expenses.

Job Requirements
Special Requirements & Skills: 
  1. Proven experience in the non-profit sector, and local or international NGOs.
  2. Proven experience with different donors.
  3. Strong knowledge of accounting regulations and procedures, including the Generally Accepted Accounting Principles (GAAP).
  4. Knowledge of Palestinian Authority laws and regulations.
  5. Strong attention to detail and good analytical skills.
  6. Understanding of financial systems and procedures.
  7. Strong computer skills, particularly in MS Office applications (e.g., word, excel, PowerPoint).
  8. Ability to work in a multinational diverse environment.
  9. Fluency in English, spoken, written, and oral.
  10. Excellent communication and interpersonal skills.
  11. Jerusalem ID is a plus.
 
Years of experience:
Minimum 3- 5 years of experience in a similar role.
 
Education:
Bachelor’s degree in Accounting or Finance.
 
Location:
Ramallah, Palestine.

Languages Required:
Fluent in Arabic & English.
