TITLE: FINANCE OFFICER

Reports to: Finance Coordinator
Accountable To:Area Manager, Finance Manager & Deputy Finance Manager
Work in coordination with: Area Managers & Project Managers'
MAIN ROLES & RESPONSIBILITIES
- Assist the Finance coordinatorin the book-keeping and documents organization, following WeWorld financial procedures for all projects implemented in the area:
- Respect the financial planning of the assigned projects, assure the consistency with the allocations of budgets and timely inform the Area Manager and the Finance coordinator of any variation.
- Recording day by day all the transactions on the financial system, collecting and controlling all the related supporting documents.
- Control that the documentation is completed before the payments (Contracts, VAT exemptions, Invoices, payment authorizations, purchase orders and procurement procedures when applicable) and after the payment (receipts, copies of cheques etc)
- Collaborate with the Finance/Admin Officer for the reconciliation of the projects accountancy day by day and monthly
- Ensure that all projects documents are archived and tidy and set in a proper safe place.
- Management of the field office cash under direct supervision of Area manager (outstanding cash requests, efficiently management of the cash following WeWorld procedure, recording day by day for cash NIS or according to the Expatriate Administrator).
- Contact the Finance/Admin Officer to update availability of funds (bank reconciliation) and prioritize payments with the projects teams accordingly.
- Prepare salary slip in accordance with the staff work contracts
- Prepare all needed documents, files or information as asked by the Finance Coordinator for any audit mission related to any project at Hebron Office.
- Print the vouchers and organize the accountancy folders by budget line in chronological orde
HR
- Collect and archive timesheet and send it to Ramallah office
- Update the vacation /sick leave taken
Others tasks
- Train all new staff on financial and procurement of WeWorld and orient them of all the used forms.
- Timely report to Area manager and Expatriate Administrator
- Actively participate to staff meetings
Institutionnel Outputs
- Weekly Cash book Update
- Production of Payment Tables and biweekly update consistent with project Budget (in collaboration with Project Manager)
- Monthly Bank, Loans and Supplier Reconciliation Sheets.

Job Requirements
- A bachelor’s degree in Accounting or Finance
- At least 3-6 years of experience in relevant fields;
- NGO experience and knowledge of donor requirements is an asset;
- Valid Driving license; ability to move throughout all WB;
- Flexibility, organizational and coordination skills.
- Excellent English (oral and written)
