Atfaluna Society for Deaf Children (ASDC) is a local NGO, established in 1992 in Gaza City, in order to help persons with hearing disability in the Gaza Strip to have their chance in life through education, rehabilitation, and job training and employment opportunities. From its establishment as a small school for the students with hearing disability serving 27 pupils in 1992, Atfaluna now serves more than 40,000 persons with and without disabilities annually through a multitude of interventions and training programs implemented within a holistic and right-based and inclusive approaches involving children and adults with without disabilities, their families, service providers organizations, and the community-at-large.
Atfaluna Society for Deaf Children, located in Gaza strip, is inviting applications from qualified persons for the post of hiring Finance Officer
Reports to: ASDC’s Director
Job Summary:
Develops and implements financial strategies and plans to achieve the financial stability and sustainability of the organization
Key Responsibilities:
- Ensure adherence with Atfaluna policies, tools, handbooks and guidelines
- Ensure adherence to donors’ financial rules and regulations
- Responsible for organising and delivery of tasks in line with priorities and standards
- Implement delegated finance function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Promote and share ideas for improvement of the finance function
- Use initiative in day to day problem-solving in line with agreed procedures, priorities and standards for the area of work
- Follow up with logistics on payments and deadlines
- Revise and post petty cash payments and bank transfer payments on a weekly basis, and check all supporting documents of all payments to make sure that they are complete, correct, and in compliance with Atfaluna rules and regulations
- Prepare salary posting after receiving project allocations.
- Review and post all Gaza transactions
- Responsible for weekly and monthly bank reconciliation
- Prepare Gaza staff timesheets monthly
- Undertake any other reasonable task assigned by management

Qualifications Required
- Bachelor’s degree in finance
- Proven experience as a Finance Officer or similar job titles
- At least 4 years of experience in finance and accounting in an NGO, including at least two years of supervisory or lead responsibility
- Solid understanding/application of accounting principles, business case and risk management processes
- Solid experience in implementing, controlling, and tracking projects’ budgets
- Solid experience in financial reporting and knowledge in donors financial reporting requirements
- Excellent financial and business analytical skills
- Strategic and operational thinking and planning skills
- Knowledge in local and international marketing and new trends in business
- Excellent communication and presentation skills, particularly in regard to presenting the results of analyses to management
- Very good command (verbal and written) of both English and Arabic languages
- Advanced Excel skills; proficiency in using accounting software/programs and spreadsheets for planning, costing and analyzing risks
- Strong organizational and interpersonal skills
Other Desirable Qualifications:
- Advanced degree in finance, accounting, business, or economics
- Working knowledge of disability issues and inclusive development
- Sign language skills; Knowledge of respectful disability language
- Working knowledge of child and gender safeguarding issues
