Position Title:Finance Officer
Location:One Year with possibility of extension.

Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade.  Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.

GENERAL POSITION SUMMARY:
Mercy Corps is currently implementing different programs for the benefit of Palestinian people living in the Gaza Strip, West Bank and Jerusalem This position will support these ongoing programs, and any other new programs.

ESSENTIAL JOB FUNCTIONS:
-Prepare cash and bank payments and sub-journal vouchers and ensure that all transactions are fully and properly documented
-Perform cash counts with the Senior Finance Officer
-Record all transactions daily in financial sub journals
-Maintain advance registers and prepare past due advance reports and monthly advance reconciliations for the Finance/Admin Manager
-Prepare checks or wire transfer requests based on fully approved documents and present to approved check-signers for review and signature.
-Prepare photocopies of vouchers and other supporting documents as required for the monthly reporting package to HQ Finance
-File all cash and bank vouchers and maintain voucher filing system such that files are updated, complete and safeguarded
-Maintain the bank file, ensuring that all bank information is properly filed and updated
-Maintain the lease and rental agreements file and prepare monthly amortization entries of prepaid accounts
-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
-Assist in subgrantee site audits and prepare site visit reports and follow up on all subgrant compliance issues and audits and document resolutions.
-Maintain Subgrant reporting and tracking files.
-Assist in subgrant close-outs ensuring that all requirements of the subgrant agreement have been met and that subgrant funds have been properly settled
-Assist the MC Finance Manager in preparing, monthly and quarterly reports to be submitted to Fiannce Director for review
-Maintain subgrant files in accordance with the Field Finance Manual and the Grants Manual.
-Assist with the review of subgrantee support documents submitted in support of monthly and other regular reports
-Assist with review and consolidation of subgrantee reports for regular and periodic donor reporting
-Review subgrantee financial and other reports for correctness and completeness and ensure that reports are submitted on time.
-Position may require working outside of regular business hours, particularly at month-end. Salary reflects this requirement, and no additional compensation will be paid for this work time.
-Performance of other relevant tasks as requested by management.

Qualifications: 
This position requires demonstrated experience and skill in bookkeeping, accounting and Finance, basic office management, excellent verbal and written communication skills in Arabic and English, ability to multitask and prioritize work efficiently, with a close attention to details and ability to follow agency and donor procedures while meeting deadlines.  The position requires a person who is adaptable and able to work under difficult or stressful conditions. 

Credentials and relevant experience required for the position are as follows:
-BA/BS University degree in finance, accounting or related field preferred;
-Experience in book keeping and cash handling procedures;
-Excellent organizational skills; accurate and detailed worker;
-Good knowledge of computers, Microsoft Windows and Office software, word processing and spreadsheet programs;
-Strong written and verbal English language skills, and ability to prepare written reports in English for management;
-Ability to work simultaneously on multiple tasks in an efficient manner;
-Willingness and ability to work effectively with a wide variety of people from different backgrounds and nationalities;
-Ability to work as a part of a team and coordinate with program personnel;
-Experience working with NGO and GO with a relative position preferred;
-Willingness to travel, as required, throughout the West Bank/Gaza and Israel.
