Finance Officer
Overall Position Responsibilities:
The finance officer will report to the Chief of Party and be responsible for managing
accounting and financial operations for the MSN project, maintaining and supervising all
accounting records and conducting pre-award assessments and financial checks in accordancewith USAID regulations. This will included maintaining a financial record keeping system that enables financial tracking of the project vis-à-vis the technical implementation. Prepare budgets, amendments and forecasts working with the project COP, ensure that the financial requirements established in contracts are fulfilled and contribute financial and administrative input to the MSN project’s periodic reports. Other duties include
• Review and improve financial and administrative systems and procedures relevant to the MSN program, recommending modifications as appropriate.
• Prepares and monitors project budgets and delivers budget-to-actual spending
variance reports to COP and HQ.
• Ensure that adequate local and internal controls are in place and adhere to the USAID and AMIDEAST financial regulations.
• Ensure that expense data is properly submitted and that all expenses are allowable, allocable, reasonable and conform to principles and guidelines.
Minimum Qualifications and Required Skills
• Bachelor’s degree in Accounting, Finance or Business Administration; a Master’s degree is preferred.
• At least five years of progressively responsible experience in finance, including significant experience with USAID contractors or grantees.
• Knowledge of USAID policies, rules, and regulations.
• Fluency in English and Arabic.
• Excellent knowledge of software applications: Word, Excel, PowerPoint, Internet, and e-mail as well as accounting software.
