Finance Specialist
Job Description
Black and Veatch, a USAID Contractor located in Ramallah working in the infrastructure sector throughout the West Bank is seeking with its partner’s experienced and qualified candidate for the following position:
Position Title: Finance Specialist
Primary Function:
Responsible for supporting basic project accounting activities. This position ensures the project fulfills all obligations in a timely & economic manner in accordance with B&V & USAID policies and goals.
Principal Accountabilities and Responsibilities:
-Payroll tax and compliance: Recording, calculating and maintaining payroll spreadsheet. Ensuring all time sheets have been received and checked; prepare payroll for submission to HSBC.
-Understanding and applying the appropriate taxes for payroll in addition to other taxes that may apply with respect to paying vendors. Understanding of taxes and applying them is essential.
-Invoice backup and assistance. Tying back all relevant backup to summary expenses on the invoice; organizing backup so that it follows the summary of expenses in a coherent manner. Responsible for getting backup together and having it bound and ready to present.
-Responsible for ensuring that all payments/invoices received are accompanied with all the necessary backup required according to USAID rules and regulations.
-Prepare payments for vendors.
-Maintains petty cash reconciliation on a weekly basis.
-Assist in expense analysis
-PO and payment tracking
-Bank Reconciliations
-Tracking of monthly and year to date expenses spent locally and from home office.
-Assist in budget tracking.
-Maintain filing current filing system for vendor invoices and backup, USAID invoices and backup and subcontractor tracking files and backup.
-Maintain Severance ledger monthly.
-Must be prepared to make journal entries on a weekly or monthly basis.

Education and Experience
-Bachelor’s degree and with minimum two years experience.
-knowledge of accounting principles and practices
-Acute knowledge of USAID rules and regulations as it pertains to Finance and Financial reporting to USAID
-knowledge of finance principles
-knowledge of financial reporting
-Knowledge of Palestinian Law regarding finances and taxation
-technical accounting skills
-previous experience of general accounting
-proficiency in relevant accounting software, especially excel
