Financial Administrator
Part-time (32 hours/ week) contract for 8 months starting 1 September 2011 (maternity leave cover; possible extension to 10 months), based in Jerusalem
Purpose of the Position
To arrange and maintain the financial and administration aspects of Oxfam Novib’s Jerusalem office in such a way that the financial planning & budgeting, accounting, support and administrative services for the running of the office are efficient and effective according to the set standards and procedures.
Main Tasks
1-You will contribute to and advise the Country Representative on how to maintain and improve effective financial systems and procedures including control mechanisms. You will ensure that relevant policy and procedures documents are applied accurately, reviewed regularly and kept up to date.
2-You will periodically monitor programme spending and performance of the Jerusalem Office and revise where needed the (financial) planning. To record this in the management information systems; and contribute to internal monitoring systems.
3-You arrange the execution of all office running costs and processes consultancy fees, salaries invoices, declarations etc in line with budgets and donor requirements.
4-You carry out the administration of all data on payments and receipts; record all financial mutations. To reconcile bank and cash flow status and maintain contact with the bank regarding financial transactions.
5-You manage procurement functions to ensure full compliance and application of standard Oxfam Novib and/or donor procurement procedures; and you will work closely with team administrator regarding purchase and maintenance of office equipment and supplies.
6-You ensure timely compliance with financial planning & budgetting, reporting and auditing requirements and liaise with the Financial Officer, the Finance Departement/Q&C at head office in The Hague and in- and external auditors to resolve any relevant issues.
7-To maintain Oxfam Novib’s Field Office’s compliance with all local laws and all leases. Ensures good record keeping of all contracts concluded by the Field Office.
8-You are responsible for the daily management of support staff and performing all HR tasks, such as staff files, visa and permit applications, support to recruitment process, accepting reports of absence and recovery and holidays,
You have a(n)
-University degree in relevant area (eg business administration, development studies) or proven experience at this level
-At least 3-5 years of work experience in the field of development cooperation preferably with an NGO;
-Experience with finance & office administration incl. accounting preferably for an NGOs or the corporate sector;
-Proficiency in computer applications packages especially Microsoft Office & accounting software (e.g. Pastel). Good IT knowledge is an asset.
-Experience and knowledge of project cycle management, including monitoring, technical and financial reporting
-Good communication skills; readiness and ability to learn
-Knowledge of or interest in humanitarian programmes, as well as a commitment to Oxfam Novib’s mission and vision;
-English and Arabic fluency; Hebrew is an asset.
Remuneration
The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.
