The United States Agency for International Development (USAID) is seeking highly qualified candidates for consideration for the position of a Financial Analyst. The primary purpose of this position is to perform comprehensive financial analysis providing financial support to the Mission’s Technical Offices and their implementing partners. In addition, the incumbent should provide analysis and advice on the financial aspects of designing, awarding, implementing, reviewing and evaluating USAID activities. The incumbent creates and maintains the audit universe for the Mission’s Statutory Audit Program including annual audit plan, audit scope of work, audit tracking database, and follows up on and closes audit recommendations. Also, the incumbent will assist in the development and implementation of the Mission’s Audit Management Plan as well as the Annual Mission Risk Assessment and Financial Managers Financial Integrity Act review of Mission’s internal controls. The incumbent will resolve audit, compliance, value added tax, financial and other related programmatic implementation issues. This position is located in the USAID offices in Tel Aviv though there would be regular travel to Jerusalem and the West Bank.

QUALIFICATIONS SOUGHT:
-A Bachelor’s Degree in accounting, business administration, finance, economics, or a business-related field is required.   Possession of a Master’s Degree or Professional certification in accounting or finance (e.g. CPA, CMA, CA, CFA) is desirable.
-A minimum of seven years of increasing responsibility and experience in professional accounting, financial analysis and auditing is required.  Of the seven years;
-Three years experience in financial analysis is required.
-Three years experience in financial analysis is required.
-Two years experience in auditing with a medium to large CPA firm is required.
-Two years experience with a US government or other donor/public international organizations in the field of analysis and evaluation of development projects in the Palestinian Territories are required.
-A thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted practices of governmental and business financial accounting, budgeting and reporting is required.
-Must have a thorough knowledge of how development projects are designed, implemented and evaluated. A thorough knowledge of laws, regulations and procedures associated with USAID financial management is also desired.
-Must demonstrate strong leadership abilities and be able to maintain effective working relationships both internally and externally.
-Excellent analytical writing and verbal skills are required.
-Level IV (fluency) in English and Arabic is required.  A good working knowledge of Hebrew is desirable.
