Financial and Administration Director
The Water Sector Regulatory Council “WSRC” invites experienced and qualified professionals to apply for Financial and Administration Director position to work on the implementation of the council,s establishment processes funded by the World Bank.
Objective of Position:
Foster professional financial management practices, including International Financial Reporting Standards (IFRS), and implement accounting accrual base in recording and preparing financial statements. Provide needed support to different departments in preparing their budgets. Develop and implement an integrated Management Information System (MIS), and pay attention to new technology and its applications to WSRC, in a way that contribute in financial sustainability of the WSRC.
Main Duties and Responsibilities: General Duties:
1-Overall WSRC Management Role: Assist the Chief Executive Officer in developing and implementing WSRC policies, procedures and systems. Undertake any duties requested by the CEO. Participate in different committees and studies related to his department.
2-Plan: Recommend department long-range plans designed to meet WSRC goals with budget required; accomplish work within the approved budget.
3-Organize: Maintain necessary communication and ensure good relations with appropriate external bodies and other departments. Coordinate the activities of divisions. Ensure availability and make most efficient use of human resources, supplies and equipment.
4-Lead: Delegate authority and set goals. Manage and direct the overall activities of the Department to achieve goals. Make work assignments to staff according to skills and job responsibilities.
5-Control: Monitor the performance of the department, ensuring the quality of work and conformance with standards, rules & regulations. Prepare and present reports for the information of the CEO and the Board of Directors. Monitor performance of staff through regular meetings and work review.
6-Staff Development: Manage by results, encouraging staff to achieve personal and professional goals. Identify training needs. Ensure safety of staff. Recommend annual staff raises according to performance.
Specific Duties:
1-Financial Management: Develop, prepare and follow up the implementation of WSRC cash flow. Ensure maintaining adequate liquidity taking into consideration provisions for emergencies. Act as WSRC representing with banks, insurance companies and investments companies and agencies. Study, analyze and recommend the best ways to invest the WSRC funds, and revenue enhancement. Coordinate with internal and external auditors in audit WSRC’s transactions and financial statements. Ensure the participation of the department in assets stocktaking. Planning & Financial Analysis: Develop and implement studies related to tariffs, capital budgeting and financial indicators. Supervise the preparation of WSRC budget according to the approved procedures, and verify its compliance with WSRC strategy and goals. Supervise the preparation of financial reports and statements and ensure its accuracy to indicate the WSRC growth and sustainability. Audit all contracts and obligations before singing to evaluate its financial impact on WSRC and give his recommendations.
2-Accounting: Develop, implement and maintain financial policies and procedures based on internal control concept, and ensure the implementation of the IFRS and the accrual base in building the accounting tree, calcifying, directing, recording, preparing interim reports and the end of period financial statements. Ensure proper records of capital expenditure. Ensure that all changes are made properly to capital accounts.
3-Information Technology: Develop, implement and maintain an integrated MIS, cash flow management, collections and payments policies and procedures, investments, costing and cost reductions programs, financial forecast modules. Supervise the activities of accounting and ensure the proper recording of transactions, bank reconciliation’s, financial information, adjusting and correction entries, collections, and bank deposits. Pay attention to new technology and its applications in WSRC, and ensure giving the best support to all levels in a way that increase the efficiency of the work.
4-Record-Keeping: Ensure that the financial records are kept in an orderly and effective fashion.
Financial and Administration Director shall have the following essential qualifications:
-Bachelor’s degree from an accredited university in Accounting, Finance, or Business Administration; CPA or equivalent is highly desirable.
-At least 10 years of previous relevant experience in Financial and Administration Management or Auditing of which at least 3 years of experience with a World Bank financed project.
-Good knowledge of financial accounting software, and familiarity with Bisan accounting system is a plus
-Strong supervisory, interpersonal and staff support skills.
-Fluency in English and excellent report writing.
-Excellent computer skills.
-Ability to work under pressure within team work arrangement.
-Ability to transfer knowledge to the finance department.
