Oxfam invites applications from experienced candidates with strong analytical skills and conceptual paths for the following position:
Financial and Administrative Officer
40 hrs per week (100%) for 4 months (Maternity Cover)
Estimated start date: ASAP
Based in Jerusalem
Purpose of the job:
To manage , maintain and respect Oxfam procedures and administrative practices for the office and all the projects.
The Financial Administrative Officer reports directly to Program Manager ACCESS Innovation
Main tasks and responsibilities:
Financial tasks :
-Verify the documentation and the nature of the financial transactions of financial reports overseas in order to ensure the implementation of standards and procedures of funders and / or of the organization;
-Verify the application of rules in contractual matters for staff and / or according to the Volunteer Guide Guide des cooperantes et cooperants volontaires;
-Verify the availability of administrative documentation;
-Verify the expense reports of the cooperating volunteers and staff;
-Verify imputations made to the expenditure items;
-Perform the interactions projects / head office when necessary;
-Obtain supporting documentation related to the operations of the different projects or of the program;
-Report on any irregularities found during the audit to his or her supervisor;
-Collect and analyze cash flow forecasts of projects or of the program;
-Prepare bank transfers needed for overseas operations;
-Perform accounting analysis of balance sheet accounts by project - including accounts receivable of funders and individuals, advances to funders and -prepare the necessary adjustments and entries within the shortest delay;
-As needed, develop and maintain computerized worksheets to ensure adequate monitoring of the balance sheet accounts of the Volunteer Cooperation Program and projects, and that by country;
-Ensure that all monthly financial reports are produced, completed, shipped and approved in a timely manner, which means not later than the 5th of the following month at the head office and within the period established by Oxfam International and other affiliates;
-Enter financial data into the accounting software of Oxfam .
-Support partners in the financial management and follow-up of projects;
-Produce, revise and consolidate financial reports for the projects;
-Review monthly financial reports of all the projects, prepare all documents to support the figures submitted and explain all variances.
Admin Tasks :
Responsible for fleet management
Responsible in obtaining and follow-up different traveling permits as needed for the coopérants, the partners and the Oxfam-Québec office staff.
Upon request, perform other related duties or tasks related to their skills for a proper operation of the organization.
Requirements
Essential:
Relevant academic background finances and administration
At least three years of relevant experience
Arabic and English languages necessary (Hebrew and French an asset)
Very good knowledge of Microsoft Office suite
Very good knowledge of procurement procedures
Knowledge of Canadian DFATD (Canada) and DGD (Belgium Cooperation) donors requirements, an asset.

Salary
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 100,645 140,903 gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
