The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a grant from the International Development Association toward the cost of the Health System Resiliency Strengthening Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The consulting services (“the Services”) include the selection of a qualified and experienced Financial Auditor for East Jerusalem, West Bank and Gaza Hospitals to provide the required support for the Services Purchasing Unit (SPU) at the Ministry of Health for the purpose of improving the payment process of hospitals claims submitted to the SPU from East Jerusalem, West Banks and Gaza Hospitals. More specifically, the Financial Auditor is required to:

-Review and audit financial claims and invoices submitted by East Jerusalem, West Bank and Gaza hospitals providing referral services;
-Assess the current payment process and accounting procedures to determine its appropriateness, functionality and transparency of those procedures and the related mechanisms as well as make recommendations to the Service Purchase Unit (SPU) Financial Manager with the purpose of improving the mentioned processes and mechanisms; and
-Ensure the correct preparation of the financial reporting process as well as to follow up all required actions and expected results with service providers financial and admin staff.

The Ministry of Health/Project Management Unit invites eligible qualified individual consultants to provide information indicating their: qualifications, experience and appropriate skills to perform the services. The main qualifications of the consultant are as follows:

-A University Professional from the Economic Sciences area, preferable from the Accounting Profession with a minimum level of Bachelor degree.
-General Experience: Not less than 4 years of experience working in similar position, preferable in the public sector and demonstrated knowledge of auditing procedures and previous financial audit experience of not less than three years.
-Specific and proven knowledge or skills of:

 a.Accounting procedures, generally accepted accounting practices and financial reporting.
 b.Special instructions of norms and regulations related to services purchase.
 c.Palestinian National Authority’s financial systems.
 d.Usage of the expenditures financial system (BISAN).
 e.Usage of online financial systems and databases.
 
Other significant requirements are

 a.Demonstrated ability to work effectively in team-based environment,
 b.Excellent personal integrity and confidentiality.
 c.Knowledge of the Palestinian Law of Health Insurance.
 d.A working level of English language and mastering Arabic and Hebrew languages.

The contract will be a Time-Based contract for twelve (12) months to be renewed based on the performance evaluation and availability of fund.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
