Financial Compliance Manager
APCO ArCon Construction & Services LLC is a U.S. Construction Contractor Working for
the USAID United States Agency for International and Developments in the West Bank.
APCO ArCon is seeking candidates to fill the position of Financial Compliance Manager.
Reporting to the Chief of Party, the Financial Compliance Manager will be a member of APCO ArCon management team based in Ramallah. He/She will establish and monitor systems and procedures to ensure compliance with accounting principles, institution’s bylaws, manuals, regulations, audit requirements and USAID procedure.
DUTIES AND RESPONSIBILITIES
-Manages the day-to-day operations of the financial department, ensuring completeness and accuracy of financial information.
-Designs and manages an effective internal control structure, ensuring compliance with institution’s and donors’ policies and regulations and facilitating the daily operation of the institution.
-Produces different types of financial reports and analyses for internal and external users on monthly, quarterly, semi-annually, annually, and other basis.
-Manages all procurements of the institution, in compliance with USAID rules and
regulations.
-Determine supplier eligibility through reference check, site visit and rigorous application of USAID regulations
-Designs, reviews, and manages contracts with donors, suppliers, and others.
-Safeguards the institution’s assets and ensures compliance with the USAID procedures.
-Works with internal, external auditors and/or donors’ representatives in completing different types of institution’s and projects’ audits.
-Represents the organization at various business, donors and partners meetings; promotes existing and new programs and/or policies.
-Serve as resources to other staff on compliance with USAID rules and regulations.
MINIMUM JOB REQUIREMENTS:
Bachelor’s degree in Finance, Accounting or other relevant field, minimum of 7 years of
work experience, with at least 5 years experience in a managerial capacity. A Masters degree in Finance, Accounting or relevant fields is desirable.
KNOWLEDGE AND SKILLS REQUIRED:
-Knowledge of organizations’ accounting systems, and internal controls.
-Knowledge of USAID polices rules and regulations.
-Knowledge of audit methodology and approaches.
-Proven knowledge of the different accounting and computer-based spreadsheets,
reports and presentations.
-Strong analytic skill.
