If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
The Middle East and North Africa Region serves twenty countries, of which eleven are active/potentially active IBRD/IDA borrowers (Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Morocco, Syria, West Bank and Gaza, Tunisia and Yemen) and nine are users of the Region’s non-lending services, mostly on a reimbursable basis (Algeria, Bahrain, Kuwait, Libya, Malta, Oman, Qatar, Saudi Arabia, and the United Arab Emirates). The mission of MNA is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance with attention to cross-cutting dimensions of regional integration, private sector development and gender. This is an especially interesting yet demanding time to work on MNA, which offers the opportunity to contribute to innovative solutions in response to the call of the ‘Arab Spring’ across many of the Region’s countries. Operations Services Focus and Organization
The Operations Services Department (MNAOS) of the Middle East and North Africa Region brings together several teams that provide technical and policy support and advice to Bank operations. These are Financial Management (MNAFM), Procurement, Safeguards and Development Effectiveness.
Strengthening country public financial management systems is one of the most effective and efficient ways of ensuring accountability for the use of public and donor funds. MNAFM is therefore responsible for providing policy advice and technical assistance to strengthen country public financial management systems (in both the public and private sectors), working collaboratively with other Bank fiduciary functions and with other Bank Specialties involved in public sector management and private sector development. MNAFM is also responsible for providing risk-based, high quality financial management services in support of innovative and complex operations, across the Region’s differentiated client set (MICs, LICS and FCS countries).
MNAFM core priorities are:
At the country level: Supporting borrowing countries in improving their financial management performance (including corporate financial reporting) in accordance with their development priorities and institutional environment,
In operations: Supporting Portfolio and Risk Management by enhancing the quality of FM services, using and developing country systems, where appropriate,
Duties and Accountabilities:
The FMA will report to the Regional Financial Management Manager (RMFM) through the Financial Management Specialist based in World Bank Country office in West Bank and Gaza. He/she will be part of the regional financial management team and the West Bank and Gaza Country Team.
The FMA will work under the close supervision of an FMS and/or the Regional Financial Management Manager, and contributes to the following tasks related to Bank’s financed operations including trust funds and other funds administered by the Bank. The duties and accountabilities of the FMA include the following:
-Assesses the adequacy of borrowers' project financial management and reporting systems, including accounting, financial reporting, auditing, and internal control procedures;
-Assesses project financial management capacity in professional qualifications, skills and competencies, adequacy in numbers and overall suitability of project staff;
-Conveys to the borrower and others the Bank's financial management requirements, assists borrowers in setting up charts of accounts and computerized accounting systems, evaluating project financial management systems, creating time-bound action plans for their improvement, and performs follow-up work to ensure that action plans are properly implemented;
-Provides advice on terms of reference and the content of engagement letters for auditors of Bank financed operations;
-Assesses periodic Interim Financial Reports submitted by the borrowers and recipients as well as compliance with financial covenants;
-Reviews audit reports related to Bank’s financed operations, monitors compliance with financial covenants including audit compliance, ensures adequate communication with borrowers in respect of audits and enters data on auditing and accountability issues in the Audit Reports Compliance System;
-Assesses the Financial Management performance and provides a rating, updates the risk rating and maintains the FM monitoring system up-to-date;
-Ensures closes monitoring of exceptions and proper communication with counterparts and project’s teams.
Selection Criteria:
COMPETENCIES
Budget Formulation and Execution - Able to perform assessments, provide advice, and contribute to capacity building on budget formulation and execution processes at the project level under senior staff guidance.
Financial Management Information Systems - Has basic understanding of Financial Management Information Systems(FMIS) with ability to perform assessments, provides advice and contributes to capacity building on matters at the project level under senior staff guidance.
Internal Controls, Internal Audit, and Risk Management - Possesses ability to perform assessments, provide advice and contribute to capacity building on internal control and internal audit arrangements at the project level, under senior staff guidance.
Accounting and Financial Reporting - Has knowledge of the individual IFRSs, IPSAS, or comparable national standards. Under senior staff guidance, able to perform assessments, provides advice and contributes to capacity building on accounting and financial reporting at the project level.
External Audit and Oversight - Understands international auditing standards issued by IFAC and INTOSAI. Reviews audited project and entity financial statements, identifying deficiencies and gaps in compliance with financing agreement covenants, including audit compliance.
Financial Management –Reforms/Development and Integration - Possesses basic understanding of the Bank’s fiduciary risk and FM risk model. Under senior staff guidance, implements the Bank’s FM risk model at the project level.
FM Sector Dialogue and Policy Advice - Has basic knowledge of financial management sector with the ability to carry out, under senior staff guidance, data collection on and analysis of relevant issues. Provides inputs to key documents.
Operational Project Management - Demonstrates basic knowledge of project management tools & methodologies and their use in an operational environment; provides analysis on and participates in the development of action plans and project activities.
Client Orientation - Takes personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.

OTHER SELECTION CRITERIA
-Minimum Education: BA/BS with a minimum of 3 years of relevant experience.
-Understanding of Bank policies and practices related to financial management including disbursement.
