Financial Management Specialist
The Finance for Jobs (F4J) Project is a four years economic development program implemented by DAI on behalf of the Ministry of Finance and Planning (MOFP) and funded by World Bank. The Finance for Jobs (F4J) Project is the first project in an anticipated Series of Projects that includes as its overarching objective the mobilization of private investment and achievement of job outcomes in the West Bank and Gaza through the deployment of innovative financing instruments that crowd in private investment.
DAI is seeking highly qualified candidates for the following position:
Financial Management Specialist
Responsibilities
-Maintain all accounting records in line with approved accounting standards and in line with the Bank’s and Government’s regulations;
-Establish a system of internal control (for good, consulting services and fixed assets);
-Ensure compliance with requirements in the implementation agreement and the Project Implementation Manual;
-Manage budget and cash flow forecasts;
-Prepare monthly bank reconciliations
-Render periodic reports, (i.e. monthly/quarterly/annually)
-Liaise with the internal/external auditors to get project financial statements audited and follow up any audit queries/management letters;
-In conjunction with the Project Coordinator, and the Project Manager , and M & E officer, monitor performance against agreed Financial Performance Indicators;
Qualifications
-Bachelor’s degree from an accredited university in Accounting, Finance, or Business Administration. CPA or equivalent is highly desirable.
-At least 5 years of experience in audit or financial management;
-At least three years of post-qualification experience directly relevant to public sector and/or World Bank Projects’ financial management;
-Experience of project financial management in West Bank/Gaza or other fragile environment is preferable;
-Excellent written and oral communication skills in English, to deliver technical financial documents, and reports; candidates with fluency in Arabic will have an added advantage;
-Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use, including database use is required.
Qualifications
-Master's degree, or equivalent, in Business Administration, Finance, or related fields;
-At least 8 years of relevant professional experience in the financing of private sector investments, including hands-on experience conducting financial modeling, mitigating credit and other risks, negotiating term sheets and finance documentation and related project (and corporate) finance activities.
