The Kvinna till Kvinna Foundation (Kvinna till Kvinna) is a Swedish grant-making organisation that supports partner organisations in Israel and Palestine working towards promoting womens rights and gender equality by means of empowering women and building womens leadership and organisation in addressing human rights violations and violence against women. Kvinna till Kvinna supports its partner organisations financially and in their organisational capacity building, in addition to facilitating networking and advocacy. Kvinna till Kvinna supports more than 130 women's organisations globally and we have worked in the Middle East since 2001. Position: The Kvinna till Kvinna Foundation in Jerusalem is looking for a part time (50%) financial officer.
Work location: Beit Hanina, Jerusalem
Type of Contract: One year, part time (50%) position with the possibility of extension, starting as soon as possible.

The position is open for residents of Palestine and Israel. Please also note that due to the character of the work only women applicants will be considered.
Main tasks & Responsibilities
-Financial Management: manage office budget, programme budgets, and ensure internal control functions.
-Grant Management: review budgets, requests for reallocations and financial reports from partner organisations, ensure compliance with the grant agreements, and enhance the financial management capacity of partner organisations.
-Audit Management: follow up on the audit of Kvinna till Kvinna programmes and projects of partner organisations.
-Good Governance: Conduct spot checks and assess compliance with good governance guidelines of Kvinna till Kvinna.

Education and qualifications
-Full accounting professional qualification - Chartered/Certified Accountant (CPA, ACCA) or other comparable/equivalent qualification such as business administration.
-A minimum of five years experience in a busy, preferably international, multi-cultural non
-government organisation and manage donor funds.
Essential Skills Required
-In depth knowledge of accounting, book keeping, and strong financial analytical skills.
-High level of integrity to be able to handle cash and cash related transactions, and undertake good governance/anti-corruption measures.
-Excellent written and oral communication in both Arabic and English.
-Ability to transfer knowledge to others in a clear and comprehensive way.

Job Description, Financial Officer, Jerusalem Organisational affiliation
The Financial Officer (FO) will become a member of the team at the field office of the Kvinna till Kvinna Foundation in Jerusalem. The FO will carry out her work through regular communication with partner organisations and other relevant stakeholders in Israel and Palestine. Subsequently, the FO has to have a valid driving license and/or be able to travel in Israel and Palestine.

Role
The financial officer is responsible for providing effective financial and grant management at the Jerusalem office. Besides the Head of Office in Jerusalem, the financial officer will work closely with the Kvinna till Kvinna grant manager and the controller at the Head Office in Stockholm, Sweden, as well as the financial officer at the regional office of Kvinna till Kvinna in Amman, Jordan.

Main Tasks and Responsibilities
Financial Management
-Manage and ensure regular update of the office budget.
-Ensure timely submission of monthly and annual financial reports.
-Ensure maintenance of proper books of accounts.
-Ensure operation of procurement system according to Kvinna till Kvinna guidelines.
-Ensure payments, reimbursements, disbursement of funds, and procurement according to approved Kvinna till Kvinna policies and procedures.
-Ensure the function of the internal control system, including compliance with the good governance / anti-corruption policy of Kvinna till Kvinna internally and externally.
-Ensure proper payroll administration and accounting.
-Ensure that all staff benefits are managed according to the guidelines of Kvinna till Kvinna and local laws and regulations, e.g. health insurance, pension, social security, and travel insurance among others.
Grant Management
-Provide strategic financial guidance and prepare budgets in line with the strategic plan and programming of Kvinna till Kvinna.
-Review budgets and requests for reallocation from partner organisations and ensure these comply with Kvinna till Kvinna financial guidelines and Programme Handbook requirements.
-Assess financial reports from partners and ensure compliance with the grant agreement and the relevant guiding documents of Kvinna till Kvinna.
-Assess audited financial statements and all associated audit documents including management letter from partner organisations and ensure compliance with the relevant guiding documents of Kvinna till Kvinna.
-Conduct spot checks of partner organisations as part of monitoring including compliance with good governance / anti-corruption policies, and report on financial performance of partner organisations including recommendations in case of gaps and follow up on these and/or issues raised by external evaluators / auditors of projects implemented by partner organisations.
-Follow up on recommendations of external evaluators / auditors of Kvinna till Kvinna Programmes.
-Conduct quality control by ensuring that budgets, request for reallocations, disbursement confirmation, financial reports, and audited financial statements are managed according to the requirements of Kvinna till Kvinna.
-Enhance the financial management and administration capacity of partner organisations.
Audit Management
-Procure audit services in accordance with procurement policy and procedures.
-Manage the audit assignment.
-Prepare reports in respect of management and statutory audits.
-Submit audited financial statements as per the required deadlines.
To perform other tasks related to the operation of Kvinna till Kvinna as delegated by the Head of Office. Education and qualifications
-Bachelors degree in business related field (Commerce, Accounting, Finance, Business Administration) or other relevant field.

-High integrity to be able to handle cash and cash related transactions, conduct spot checks and to take measures in case of alleged/proven financial mismanagement and/or corruption.
-Ability to work independently with limited supervision whilst also operating well as a team-player.
-Excellent written and oral communication in both Arabic and English and ability to transfer knowledge to others in clear and concise manner.
-Ability and readiness to drive and/or travel in Jerusalem and beyond in Israel and Palestine.
Preferred Skills Required
-Ability to plan and organise as to be able to accomplish tasks in time.
-Good interpersonal skills to be able to relate to people of diverse backgrounds.
-Working knowledge of computerized accounting and other computer application packages, preferably the Navision Financial System.
Authority and Reporting

The Financial Officer makes decisions in dialogue with the Head of Office within the framework of the approved operational plan and budget. The Financial Officer reports to the Head of Office.
